Description

Kirksville City Council members approved two updated park master plans. Those parks are Patryla Park and Spur Pond, as well as Hazel Creek Lake. Patryla Park is located on Decker Road, just to the west of North Osteopathy Street, near Northeast Regional Medical Center and A.T. Still University. Additions and redefined parts of the Patryla Park and Spur Pond master plan include the following: a bathroom on the north side of the pond parking lot to replace the temporary port-a-potty, a new bathroom next to the softball field to replace the existing facility, additional parking next to the new water tower site and a meditative labyrinth, west of Spur Pond. According to city documents, a meditative labyrinth is a place for mediation and prayer. The Lakes, Parks and Recreation Commission (LPRC) received a presentation from local citizens about installing a labyrinth. A labyrinth, many times, is a spiral course having a single, winding unobstructed path from the outside to the center, that is used to calm and relax. It would be intended to be a walking path to be used for meditation. In addition, the new bathroom at Spur Pond is being proposed as a cost-shared project with the Missouri Department of Conservation as it will primarily service the pond and the accessible fishing dock. Hazel Creek Lake is located 3.2 miles north of Kirksville on U.S. Highway 63, and then 1.5 miles west on Hungry Hollow Road. The lake serves as a primary water source for the City of Kirksville. The newly approved master plan for Hazel Creek Lake is significantly different from the previous plan, because it focuses on the north and south boat ramp areas. Fire pits have been added to the plan for both the north and south ramp areas, and a proposed shelter has been added at the north ramp. Kirksville Parks and Recreation staff say the shelter in the plan will be constructed in partnership with the Missouri Department of Conservation and a local group of Muskie fisherman. This project is in the conceptual phase and is on hold pending owner review. As of February 4, 2019, the owner has not selected an architect and a timeline for award has not been established. Although a firm timeline for construction has not been determined, construction is not expected to begin before January 2021.
