Description

As of September 02nd, 2022, project has not been awarded yet. No timeline of award was established. Project Description-Contract No. CS1217 Fertilizing Manufacturing Division Roof Replacement, the Work, includes, but is not necessarily limited to the full and complete demolition, disposal, replacement and installation of approximately 21,050 SF of FMD roof which includes but not limited to BUR roofing system, skylights, aluminum coping, lightning protection, and fall-restraint systems. The site is located at the Central Water Pollution Control Facility, 501 Hickory Lane, Bayville, New Jersey, 08721, as shown on the Drawings. Cash or credit cards are not accepted. If a check is mailed, please direct it to the attention of the Engineering and Construction Department. Provide the name of the individual at the firm that is requesting the Bidding Documents to whom all correspondence generated during the bid period may be addressed (i.e. Item No. 6 below). Bidding Documents will be shipped only if the requesting party includes their overnight shipping service number. 4.Bid Security-In accordance with N.J.S.A. 40A:11-21, each Bid shall enclose Bid Security, as specified in the Instructions to Bidders, in the amount of ten percent (10%) of the Bidder's Bid, but not in excess of $20,000. Please copy the Engineering and Construction Department Contract Specialist Daniela DeVita (ddevita@ocua.com) on any e-mails or correspondence you may send to the Construction Manager or the Authority. The Authority is doing everything within its capabilities to protect employees' health, safety and welfare, while at the same time continuing to provide the level of services expected by our participants. We are committed to ensuring the workplace is safe and healthy for all employees. As a potential Bidder for this Project, the Authority asks that you screen any proposed attendees that you may have attend any site visit. Limit attendance to one attendee from your firm at the most. It is also asked of you, to perform a specific screening of your employee(s) whom may be assigned to attend these meetings out of an abundance of caution and in the interest of public health. The following questions are recommended to be asked, prior to these meetings: *Are you having flu-like symptoms, such as fever, cough, or shortness of breath *In the last 14 days have you traveled to a high-risk area for transmission of COVID-19 *Have you been in close contact with someone confirmed or is being evaluated for COVID-19 *Are you now or have you been under quarantine If any response to these questions is affirmative, please do not allow this employee to attend any pre-bid meeting or site visit for an Authority Project. You may want to review the Centers for Disease Control and Prevention web page at www.cdc.gov for guidance in this regard. 6.Addenda-Notice of revisions or addenda to advertisement or bid documents shall be in accordance with N.J.S.A.40A:11-23(a) and N.J.S.A.40A:11-23(c). 7.Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27et seq. equal employment opportunities; N.J.S.A.52:25-24.2 corporate, LLC, and/or partnership ownership; N.J.S.A. 52:32-44 business registration of public contracts; and the "Public Works Contractor Registration Act," N.J.S.A.34:11-56.48. 8.Local Public Contract Requirements-The New Jersey Department of Labor and Workforce Development Prevailing Wage Determination for the Work is Confirmation No. 77732. 9.New Jersey Election Law Enforcement Commission - Bidders will be required to comply with the requirements of the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.4 and N.J.S.A.19:44A-20.27. 10.Surety Bonding a.Bidders are required to comply with N.J.S.A.40A:11-21, 40A:11-22, and 40A:11-23.2 and furnish all guarantees and certificates with the bid, in accordance with applicable laws. b.In accordance with N.J.A.C.7:22-3.17(g) and N.J.A.C.7:22-4.17(g), all applicable surety bonds required in connection with the advertisement and award of building contracts or sub-agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the United States Department of Treasury, Financial Management Service or their web site www.fms.treas.gov/c570/c570html. 11.Requests for Interpretation-All questions or inquiries concerning the Bidding Documents or the Work shall be submitted in writing to the Engineer. 12.AwardAward subject to any agreed extension of the period for holding Bids, the Owner will act within sixty (60) days after the date of Bid opening to award the Contract lowest responsible bidder, reject all Bids or take any other appropriate action. The Owner expressly reserves the right to reject Bids, waive any minor informalities or non-material exceptions, re-advertise for Bids or withhold the award for any reason the Owner determines, in accordance with the applicable law. The award of this contract is subject to the 10-day review period provided by N.J.S.A.40:20-71.3. 13.Prevailing WagesThe New Jersey Prevailing Wage Act, N.J.S.A.34:11-56.27et seq. is hereby made a part of the Contract. The Contractor's execution of the Agreement is its guarantee that neither it nor any subcontractors it has employed to perform the Work are listed or are on record in the Office of Commissioner, Department of Labor and Workforce Development, as one who has failed to pay prevailing wages in accordance with applicable law.
