The Owner reserves the right to disqualify Bids, before or after opening, upon evidence of collusion with intent to defraud or other illegal practices upon the part of the Bidder. B. The Owner has the right to reject bids, which are not responsive, and to not award to any bidder which is deemed to be not responsible. C. The Owner expressly reserves the right to reject all bids in the best interest of the County. Should the Contractor fail to substantially complete the work in accordance with the Contract Documents, the Contractor shall be liable for the sum of $5,000 daily, assessable as Liquidated Damages and not as a penalty to the Owner. |
