Description

GENERAL: 1. Submit, at a minimum, an offer that conforms to the solicitation documents. By submission of an offer, the offeror unconditionally assents to the terms and conditions in this solicitation and in any solicitation attachments. 2. In accordance with FAR 36.209, all firms, prime contractors or subconsultants, involved in developing the design or specifications for this construction solicitation are not eligible and prohibited from receiving any part of this construction award. Proposals from or containing firms under these circumstances will not be considered for award. 3. The Offeror shall provide their Unique Entity Identifier (UEI) as SAM will no longer utilize the DUNS field to identify vendors within this system and has converted to a Unique Entity Identifier code. All vendors in SAM.gov have been assigned a UEI. 4. Contract Cost Ceiling Limitation for Design and Construction Costs: a. The design and construction costs will be subject to the funds available for this project. b. The total contract award for all Base Price construction Contract Line Items (all non-design Base Price Contract Line Items) (refer to the Contract Price Schedule in this solicitation) shall not exceed $19,000,000.00 for this contract. c. Offerors are notified that they are under no obligation to approach the above specified contract cost ceilings. However, the Government may not be able to make an award for any portion of this contract if any one of the dollar amounts specified above as the contract cost ceilings are exceeded. 5. Bonding Capacity Requirements: Minimum $20M for single project. Offerors must submit a "Signed, Stamped and Sealed" letter from their bonding company certifying capability of fulfilling the bonding requirement for this project. Proof of bonding capacity is a go/no-go element under Phase 1 and Offerors who cannot demonstrate capability of fulfilling the bonding requirement for this project will not be evaluated further and will not be considered responsive. B. QUESTIONS All Phase I Pre-proposal questions shall be submitted no later than April 07, 2023, 4:00pm MST. All questions received after said date and time, may not be answered prior to the end of Phase I solicitation. The North American Industrial Classification System (NAICS) code and the associated small business size standard are noted in clause 52.204-8 in section "K" of this solicitation. b)Estimated Magnitude of Construction: Greater than $10M c)Section "L" will contain a pre-proposal site visit in Phase II. d)Information and requirements stated in sections "B" through "J" & attachments noted in section "J" apply to this solicitation and the subsequent contract. e)Refer to section "L" for proposal submittal requirements. f)This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. g)Offerors shall submit proposals and questions and acknowledge solicitation amendments as stated in section "L" of this solicitation.
