Description

Contract G, General Construction, Northwest Wall Improvements and Contract T, Tank Construction, Northwest Wall Tank No bids will be accepted after said prevailing time and day. The proposed work consists of but is not limited to: These contracts are related to the creation of a new pressure zone in Wall Township. Contract G (general construction) includes a new booster pump station, site work, and other off-site improvements. Contract T includes the fabrication and installation of a new 2 million gallon ground storage tank. Both contracts shall be performed in accordance with the requirements stipulated herein and all prevailing federal, state, and local safety and labor regulations. Contract G (General Construction) includes: Preliminary site work, including site access preparation, utility mark-out, erection of safety fencing, erosion control measures, clearing and grubbing, and grading Installation of all site piping up to the tank isolation valve vault Disinfection and water quality testing of the site piping and sta tion interior piping Construction of the new Northwest Wall booster pump station lo cated adjacent to the proposed tank. This item includes but is not limited to: o Process equipment and interior pipework o Electrical improvements, including emergency standby genera tor in sound attenuated enclosure o HVAC o Architectural and structural o SCADA / I&C o Startup and testing Improvements at the Route 34 well and booster station Transmission main work on Hospital Road Meter, check valve, and pressure reducing valves installed in meter pits, and other miscellaneous distribution system work Final site restoration of all disturbed areas Project closeout submittals Contract T (Tank Construction) includes: Design and construction of new concrete tank foundation Design and construction of new 2 million gallon nominal capacity concrete tank conforming to AWWA D110, including all inciden tals New connections to tank Tank accessories Tank valve vault and interior piping therein Disinfection and water quality testing of the tank Project closeout submittals As of the bid posting date, the formal subdivision of the parcel upon which the tank and new booster pump station shall be constructed is under review by the Wall Township Planning Board. Additionally, an access agreement between Wall Township and the sand quarry property adjacent to the tank site is in place to allow the Contractors to pass through the sand quarry onto the tank site. Each prospective bidder will have to provide the appropriate installation references and certifications to the satisfaction of the Owner. Each bid must be accompanied by a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the bid or a maximum of $20,000.00; such certification to be without condition or qualification, and the check made payable to Township of Wall. Each bid must also be accompanied by an agreement to become surety, properly executed by a surety company authorized to do business in the State of New Jersey and which agreement shall be attached to the proposal. If a bidder is a corporation or a partnership, the bidder, in conformance with Chapter 33, P.L. 1977, shall submit with his bid a statement setting forth the names and addresses of all stockholders who own a ten percent (10%) or greater interest in the firm. The Project shall conform to the Local Public Contract Law, P.L. 1971, Chapter 198, N.J.S.A. 40A:ll-1 et. seq. The bid receipt date will be at least ten (10) days after the advertisement date; addenda notices will be provided no less than seven (7) days prior to the bid receipt deadline. Pursuant to P.L. 2010, c. 108, a bidder may request that its bid be withdrawn due to a "mistake" on the part of the bidder, as defined in the Law. The Township Committee of the Township of Wall reserves the right to reject all bids where the lowest bid is not accepted. The Township further reserves the right to waive any informality in bidding and the right to reject any or all bids of deemed to be in the best interest of the Township to do so, and reserves the right to hold the bids and proposal guarantees of the three (3) lowest regular bidders for sixty (60) days before making an award of contract and each bidder agrees that he will not withdraw his bid for that period of time. If bids for more than one publicly bid lease are received at the same date and time, the Township shall designate the sequencing of the bid openings at its discretion. Bidders are required to comply with the requirements of Local Public Contracts Law, the Prevailing wage Act, and the requirements of P.L. 1975, c. 127 and, if awarded the contract bidder will be required to comply with N.J.S.A. 10:5-3.1 et seq., and N.J.A.C. 17:27 Affirmative Action.
