Description | The Kent County Purchasing Division on behalf of Alpine Township, is soliciting bids for contractors for a CDBG Public Infrastructure project for construction improvements at Alpine Township Sports Complex including a new pavilion and four pickle ball courts located at 1850 Aline Church St., Comstock Park, MI 49321. Work to be completed in 90 days by July 15, 2023. This solicitation is distributed by Kent County for the benefit of the named local agency and County registered bidders through distribution of this request. The Kent County Purchasing Division will assist but does not authenticate the solicitation documents or award processes for the solicitation. Specifications are attached herein. Submissions must include the itemized Bid Form. Dimensions, if furnished, are for general reference only and should be verified by Respondents. Kent County will evaluate, award and contract for the goods and services in this solicitation in an efficient and timely manner. The solicitation will be awarded to the responsible bidder whose bid, conforming with all the material terms and conditions of the solicitation, is the lowest price. The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County Purchasing Division website are incorporated by reference into the solicitation. The conference purpose is to provide equal opportunity to seek clarifications and inspect the location (if applicable). Attention is called to the requirement for ensuring that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. (See Appendix D - Equal Opportunity Clause 11246.) Contractor and all sub-contractors must comply with the requirements outlined in the attached Federal Labor Standards Provisions related to employment, wages, and payroll processing. Minimum salaries and wages as set forth in the Wage Determination must be paid on this project. Compliance with the Davis-Bacon Act is required of the contractor and all sub-contractors for this project. (See Appendix A - Federal Labor Standards and Appendix B - General Wage Determination) Bidders are encouraged to establish delivery schedules and divide total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and women's business enterprises. Kent County encourages bidders to use small business associations, minority business development groups, and local organizations when soliciting potential subcontractors for this project. A project sign is to be installed in a prominent and accessible location at the project work site to inform the public of project activity and to post required notices outlined in the Federal Labor Standards. The project sign is to be maintained in good condition throughout the entire construction period. Format and size requirements are to be provided by the County. Any organization which is debarred, suspended, ineligible, or otherwise excluded from participation in Federally assisted programs are excluded from participation in this project. The SAM registry will be used to determine eligibility status of each entity. Each bid over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for five percent (5%) of the total amount of the bid. Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file a certified effective dated copy of their Power of Attorney. A certified check, bank draft, cashiers check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. If submitting the bid electronically, attach a copy of the properly executed Bid Bond to the bid. The original Bid Bond may be requested by the Kent County Purchasing Division and is to be received within two (2) business days of request. The Bid Bonds of the unsuccessful Respondents will be returned after the Solicitation is awarded. The Bid Bond of the successful Respondent will be retained until the contract is fully executed by all parties involved. Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100 percent (100%) of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract.
