Description

As of December 1, 2022, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: LEIN Check (Department of Corrections ONLY) All contractor / vendor representatives attending Preproposal Walk Through Meeting must submit a Vendor / Contractor LEIN Request form five business days prior to the meeting date (See the attached Vendor/Contractor LEIN Request Form). Send the LEIN Request form, filled and signed, by email to Daniel T. Smith at email address: smithD76@michigan.gov . The email "Subject" must include (facility name, project name, date and time of Pre-Proposal Walk Through Meeting). The Professional Services Contractor (PSC) shall include Phase 300 Schematic Design, Phase 500 Final Design and Phases 600 and 700 Construction Administration design services necessary to complete Contract Document development for the URF/KCF Gun Range Upgrades, in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) Project Statement (DTMB 427), DTMB Billing Rate Professional Services Contract, DTMB 430 RFP Billable Rate Form (DTMB430), and DTMB State Facilities Administration, Design and Construction Division (DCD) policies and procedures for the development of Contract Bid Documents and Construction Administration. Design documents completed end of 2022, bidding January 2023 with construction commencing spring 2023. This project will comply with all codes, standards, regulations, and workers' safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DCH, EGLE, DNR, and MIOSHA), and any other local regulations and standards that may apply. This form is required to be a part of the professional service contract. (Authority: 1984 PA 431) Attachment(s). The State of Michigan Department of Corrections (MDOC), oversees and manages all correctional facilities statewide. They employ a large workforce of correctional officers who are required to comply with all current firearm standards as determined by the MDOC. In order to complete this training, MDOC has within its statewide system, various outdoor ranges and training centers, which are available for correctional officer use. In mid-April of 2019, Nowak & Fraus Engineers (NFE) was contacted by the DTMB to review the current ordinance standards that exist within DOC and to propose standards for future MDOC existing range updates or development of new ranges. NFE has recent experience in designing outdoor ranges for the Department of Natural Resources in various locations across the state. In each range development designs highlighted, shooter safety, sound reduction, storm water management, lead mitigation and universally accessible improvements. NFE was authorized to complete an engineering report to outline potential new range standards, along with conceptual estimates and details. The following report identifies our analysis process, findings and recommendations for moving forward with implementation of the standards. Acoustical analysis was conducted of the proposed range design by Nowak & Fraus Engineers including the following items: 1. A 10-yard and 25-yard range surrounded by a berm that is 10 ft above grade. 2. A 50-yard and 100-yard range surrounded by a berm that is approximately 10 ft above grade. 3. A sound barrier wall at the rear of the range. The initial analysis assumed the barrier wall to be the same height as the berm; 10 ft. above the grade. Additionally, the following conditions were taken into account: 1. Number of shooters: 4 shooters firing a .223 caliber rifle within a 1 second time period on the 100 yard range; 4 shooters firing a .223 caliber rifle within a 1 second time period on the 50 yard range; 4 shooters firing a 0.40 caliber handgun within a 1 second time period on the 25 yard range; and 4 shooters firing a 0.40 caliber handgun within a 1 second time period on the 10 yard range 2. Molecular sound absorption for a standard day (59 F, 70%R.H.). 3. Anomalous excess attenuation (small scale differences in wind, temperature, humidity in the air). 4. Deciduous trees were not included in the analysis.
