Description | The work is generally described as follows: The project consists of regrading the Runway 12-30 Safety Area (approximately 8,750 LF X 500 LF) and replacement of the Hight Intensity Runway Lighting System. HIRL replacement will include new lights, conduits, electrical vault, and emergency generator. Bid security is required in the form of a bid bond equal to 5% of the total bid with a maximum amount of ten thousand dollars ($10,000). Contract security in the form of 100% Performance and Payment Bonds will be required. No bid may be withdrawn after closing time for the receipt of bids for a period of one-hundred twenty (120) days. Each paper bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. If the BID is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation "BID ENCLOSED for Regrade RSA and HIRL Replacement for Runway 12-30" on the face thereof. Each electronically submitted bid must be submitted in "pdf" format and shall contain the same information and forms as required for the paper bids. Note - electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment the bid will be considered null and void. ALL BIDDERS must be properly licensed contractors at the time of contract award in accordance with the provisions of the State of Alabama and must indicate their current Alabama General Contractors License number on the outside of the sealed envelope containing their Bid, and on their Bid. It is the policy of the Northwest Alabama Regional Airport Authority that disadvantaged business enterprises as defined in 40 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts funded in whole or part with Federal funds. All bidders and proposers shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract fourteen percent (14%) of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). In the event the bidder for this solicitation qualifies as DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttable presumed to be socially and economically disadvantaged include women, Blacks, Hispanics, Native Americans, Asian-Pacific Americans and Asian-Indian Americans. The apparent successful bidder (proposer) will be required to submit information concerning the DBE's that will participate in this contract (subcontract). The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract (subcontract). If the bidder fails to achieve the contract goal as stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered nonresponsive. By submitting a bid under this solicitation, except for those items listed by the bidder on a separate and clearly identified attachment to this bid, the bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products For Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States. Bidders may obtain from Michael Baker International, Inc. lists of articles, materials, and supplies accepted from this provision. The Northwest Alabama Regional Airport Authority reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interests. |
