Structures Inspection Program and Engineering Services

VSBE Participation (1.0%) The MDTA is seeking consultant assistance to perform physical, on-site inspections and comprehensive engineering design services of facilities under its jurisdiction. The facilities include I-95 (John F. Kennedy Memorial Highway including the Express Toll Lane and Travel Plazas), I-895 (Baltimore Harbor Tunnel Thruway), I-395 and I-95 in Baltimore City (Fort McHenry Tunnel South Facility), I-695 (Francis Scott Key Bridge Facility), the Harry W. Nice Memorial/Senator Thomas “Mac” Middleton Bridge Facility, the Thomas J. Hatem Memorial Bridge Facility, the William Preston Lane, Jr. Memorial Bridge Facility and the Intercounty Connector (ICC) in Prince George’s and Montgomery Counties. Consultant services include the inspections of workhorse bridges, and roadway and ancillary structures; use of the Structures Inspection and Repair Management system and maintenance of the system through subcontractor/vendor agreements with the system developer; providing asset management services; providing access equipment and maintenance of traffic for inspections; performing non-destructive testing; providing construction inspection services; performing structural evaluations, analysis and load ratings; performing surveying and structural design; and providing project management services. The Project will also include but is not limited to providing Engineering Design Services. It is the intent of the MDTA to enter into one (1) contract for a four (4) year term for these services. After review of the Technical Proposals, it is anticipated the MDTA will enter into negotiations with the highest ranked firm for a contract valued at $5 million dollars. All work will be assigned by tasks, which will define in detail the work scope, schedule, manpower, and cost of each task. It is anticipated that project assignments will be funded with 100% MDTA funds. Contract awards are subject to receipt of necessary funding and approval by the Maryland Board of Public Works.
