Description

The proposed Water Reclamation Plant Improvements - Phase II project consists of the installation of a new fine screen, upgrades to the domestic lift station, modifications to the aeration tanks, clarifier rehabilitation, replacement of the tertiary sand filters with a cloth media filter, rehabilitation of the excess flow lagoons. A certified check or bank draft on a responsible solvent bank, or a satisfactory bid bond executed by the bidder on an acceptable surety company, payable to the City of Rochelle, Illinois, in an amount not less than five percent (5%) of the total bid shall be submitted with each bid. The successful bidder will be required to furnish satisfactory performance and payment bonds each for100% of the awarded contract price. No bid shall be withdrawn after the opening of bids without the consent of Rochelle Municipal Utilities for a period of ninety (90) days after the scheduled time of receiving bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. Bids may be held by the City of Rochelle, Illinois for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the Contract. All work shall be substantially complete within 520 calendar days and final completion shall be within 580 calendar days from the execution of the Notice to Proceed. BIDDER further agrees to pay as liquidated damages, the sum of five hundred dollars ($500.00) for each consecutive calendar day after the date specified of which the project is not complete.
