Description | Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid envelopes must be clearly marked Sealed Bid East Commerce Street and Locust Street Water and Sewer Upgrades Project. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bid security shall be furnished in accordance with the Instructions to Bidders. This project is funded by State Revolving Fund (SRF); therefore, bidders and successful contractor must comply with the related Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) requirements. This contract is subject to the following: American Iron and Steel requirements; Bidders must follow the Good Faith Efforts in providing opportunities to Disadvantage Business Enterprises (DBE) in preparation of their bids and procurement of construction, supplies and services; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; and the non-discrimination in Employment/Contract Compliance Regulations Conditions. This project is subject to State of Delaware Prevailing Wage Rate regulations and the Davis Bacon Wage Rates, whichever is higher. Bidders must also comply with the President s Executive Order No. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.
