Description | The Contractor is to provide all supervision, equipment, labor, materials, and equipment necessary to complete the work as described. The contractor or the contractor's subcontractor shall have verifiable experience in the cleaning, removal, and disposal of underground fuel tanks, and shall also have experience in all associated permit and reporting requirements for fuel tank disposal. The contractor shall additionally be experienced with State and local storm water protection requirements. Contractors should provide relevant work experience information on the Vendor Data Sheet. Remove/demo (3) three existing underground storage tanks (UST) associated with a previously demolished fuel station. Install protection, remove concrete and paving, remove, and provide documented legal disposal of abandoned fuel tanks, provide test controlled backfill, and then restore surface with stone. The City of Charlottesville requests a bid for the work described in the "Project Description" & "Scope of Service" sections provided below. This solicitation is subject to the provisions of the City of Charlottesville's Instructions to Bidders, General Terms and Conditions for Construction Contracts and any other Special Terms and Conditions provided with the Bid Documents. The City will assume no responsibility for oral instruction, suggestion, or interpretation; any question regarding the bid documents shall be directed to the Construction Manager in writing, and any material change will be submitted to all bidders in the form of a Bid Addenda. The award shall be based on the determination of the lowest, responsive, responsible bidder. For general project information pertaining to the construction: Contact R.J. All bids submitted must comply with the requirements of the Bid Documents. A. The General Contractor shall furnish or cause to be furnished, and shall pay for out of the Contract Price: all management, supervision, financing, goods, products, materials, equipment, systems, labor, services, permits, licenses, construction machinery, water, heat, utilities, transportation and other facilities necessary for proper execution and completion of its scope of the Work, in accordance with all of the terms and conditions of this Contract for Construction. B. The general nature of the scope of Work the General Contractor is to complete may briefly be described as follows: Remove/demo existing fuel island structure and enclosure, all dispensing equipment, tanks, underground piping, and all electrical connections. Prepare site for new fuel station. Construct new fuel station utilizing owner specified equipment as detailed within the construction documents. This project includes a bid additive for asphalt paving. Any information or requests relative to interpretation or clarification of contract documents, terms or conditions, specifications, plans or drawings shall be requested of the Purchasing Agent or Issuing Authority, in writing, sufficiently prior to the date set for opening of bids to allow the Purchasing Agent or Issuing Authority to evaluate and respond to the information or request for interpretation. The request shall be made on a pre-bid question form, one request per form. Electronic submission is preferred. To be given consideration the request must be received more than five (5) working days prior to the date fixed for the submission of bids. Any material change will be submitted to all bidders through issuance of an addendum. B. No inquiries received by the Purchasing Agent or Issuing Authority within five (5) working days of the date set for the opening of bids, will be given any consideration. C. Any material interpretation , as determined by the Purchasing Agent or Issuing Authority, will be expressed in the form of an addendum to the specification, and will be sent to all prospective bidders. Oral answers given by any City official, employee or representative to any inquiry or request will not be binding upon the City. D. The City shall not be responsible for ensuring any bidder's actual receipt of any addendum. The failure of a bidder to receive any addendum issued by the City shall not relieve the bidder from any obligation under its bid as submitted |
