Description | **As of May 22, 2023, project was awarded to James Almquist SP but awarded amount is not available.** The purpose of this document is to provide general and specific information for the Town of Black Mountain Charlotte Street Sidewalk Construction Project. All bids and contracts are governed by Town of Black Mountain policy and Section 143-131 of the North Carolina General Statutes. The Town is seeking proposals to construct a sidewalk along a portion of Charlotte Street in Black Mountain. The area is adjacent to school property so care must be taken to avoid blocking traffic and safety measures followed. Sidewalk: Install approximately 360 linear feet (0.68 miles) of concrete sidewalk along the East side of Charlotte Street from Village Way to E. State Street. The sidewalk shall be 5' wide and constructed to NCDOT and ADA design standards. The drawing at the top of page 8 shows only a small depiction of section 848 of the NC Department of Transportation specifications for roads and structures. Sidewalk must comply with 2010 ADA standards for accessible design. The purpose of this document is to provide general and specific information for the Town of Black Mountain Charlotte Street Sidewalk Construction Project. All bids and contracts are governed by Town of Black Mountain policy and Section 143-131 of the North Carolina General Statutes. Charlotte Street Sidewalk -Base Bid Project A. Sidewalk: i. Install approximately 360 linear feet (0.68 miles) of concrete sidewalk along the East side of Charlotte Street from Village Way to E. State Street. A survey showing the easement and sidewalk location is attached hereto. ii. The sidewalk shall be 5' wide and constructed to NCDOT standards as set out in Section 848 of the NCDOT Standard Specifications for Roads and Structures. iii. Sidewalk must comply with 2010 ADA standards for accessible design. The Bidder shall examine this bid to determine if the Town's requirements and terms and conditions are clearly stated. If, after examination of the various requirements and terms and conditions of this bid, the Bidder believes there are any requirements or terms and conditions which remain unclear or which restrict competition, the Bidder may request, in writing, that the Town clarify the requirement(s) and terms(s) and condition(s) specified by the Bidder. The Bidder must provide the Section(s), Subsection(s), Paragraph(s), and page number(s) that identify the requirements or conditions questioned by the Bidder. Requests for clarification and technical questions to this bid must be received by the Town no later than the date shown above in Section 2, entitled "Bid Schedule", under Deadline for Questions. The Bidders' failure to request clarification and submit questions by the date in the bid schedule above shall be considered to constitute the Bidders' acceptance of all Town requirements and terms and conditions. The Town shall issue addenda reflecting questions and answers to this bid, if any, and shall be posted to the Town's website The Town reserves the right to reject any and/or all bids received as allowed by law, or to select the bid which, in our opinion, is in the best overall interest of the County. The Town will evaluate the contractor on technical understanding of the area of practice the ability to perform the proposed work; ability to complete the project in a given timeframe; ability to maintain communication with town staff; ability to involve partners/stakeholders as necessary; and references. The contractor best meeting the Town of Black Mountain's expectations for experience, qualifications and cost requirements will be selected.
