Council Bluffs Solid Waste Collections Contract 2023-2032

MAJOR ITEMS OF WORK for this project include the following approximate quantities: Bid Package A - Solid Waste Collections: Commingled Weekly Garbage and Bi-Weekly Recycling for 19,750 Residential Units Bid Package B - Collection Carts, Two per Residential Unit, for a total of 39,500 Bid Package C - Bulky Item and Appliance Pickup for 19,750 Residential Units Bid Package D - Spring and Fall Yardwaste for 19,750 Residential Units Bid Package E - Extraordinary Contractor Services Note that the City in its sole discretion reserves the right to award all or none of the Bid Packages. That said, Bid Packages B thru E, if selected by City, will only be awarded to the Bidder if same has been selected for award of Bid Package A. Each proposal shall be accompanied by a certified check, bid bond by a surety company registered to do business in the State of Iowa, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States in the amount of $25,000.00 and made payable to the City of Council Bluffs. A copy of the certified check, bid bond, or share draft is to be uploaded in the assigned requested attachments area. If a company who has a check is awarded the bid, the City will request the physical check at that time. The certified check or share draft will be returned to the successful bidder once the agreement has been executed. Letters of credit and company or personal checks are not acceptable substitutes for a bid bond and will be cause for rejection of bid. Each bidder's proposal shall include a list of at least three (3) projects completed in the last five (5) years. These projects shall be similar in contract amount and scope of work to the proposed project. Scope of work for the proposed project includes the MAJOR ITEMS OF WORK listed above. Bidders shall also submit with their bid the phone numbers and the names of contact persons for each of the similar projects listed. No bidder may withdraw their proposal within 90 days after the bid opening. The successful bidder will be required to furnish satisfactory performance and payment bonds in the amount of six (6) months of the total estimated bid price (combined Bid Package A, C, and D), a certificate of insurance and a certificate of equal employment opportunity and comply with minimum wage provisions as established by the U.S. Department of Labor. The work under the proposed contract shall be completed as detailed in the Instructions to Bidders. The contract shall start on or before July 1, 2023. The City of Council Bluffs reserves the right to reject or accept any or all bids and waive any irregularities in the interest of the City. The City of Council Bluffs pursuant to Iowa Code Section 423.3(80), shall issue a purchasing agent authorization letter and an exemption certificate to the Contractor and Subcontractors for this specific project such that Iowa sales tax will not be paid for materials, supplies, and equipment that will be used in the performance of this specific construction project contract.
