Description | This project is for door replacement and install at the VA East Orange Medical Center located at 385 Tremont Ave, East Orange, N.J. 07018. Contractor shall replace and install doors as requested on Statement of Work. This is a Service - Disabled Veterans Owned Small Business (SDVOSB) set aside procurement. The North American Industry Classification System (NAICS) is 236220 and the business size is $39.5 Million. All perspective offerors must be registerred in SAM (www.sam gov) as a small business under NAICS code 236220 with an UEI, Dun & Bradstreet (www.DNB.com), and verified /visible/ certified in (www.sba.gov) VIP the time of their offer submission and before award of this procure-mint. Offerors must submit VET4212 Report. Magnitude of Construction: Between 25,000 and 100,000. Completion Time: 90 days from the issuance of Notice to Proceed A pre offer site visit is scheduled for Wednesday February 22, 2023 1PM eastern standard time. Prospective offerors shall meet at the VA East Orange Campus, 385 Tremont Ave, East Orange N.J. 07018,Main building. Reference FAR 52.236-27 for details. NOTE: NO ADDITIONAL SITE VISITS WILL BE PROVIDED. INTERESTED BIDDERS ARE STRONGLY ENCOURAGED TO ATTEND. To preserve the integrity of the procurement process, please compile all questions and requests for information (RFI's) following a thorough review of the specifications and submit those inquiries in one (1) email to Ms. Lateisha Robinson, Contracting Officer, at Lateisha.Robinson@va.gov by Friday February 24, 2023 at 12PM eastern time. An amendment will be posted with RFI's received and the VA's responses. The offer shall include copies of a payment bond. No hand-carried or mailed offers will be accepted. Please sign 852.219-75 VA Notice of Limitations Subcontractors in Certificate of Compliance on page 37 and submit with proposal EVALUATION OF OFFERS AND BASIS FOR AWARD: The Government may conduct comparative evaluation of proposals and will award a single contract from this solicitation. Evaluation of Offers & Basis for Award will be in accordance with FAR 13.106 with appropriate consideration given to the following evaluation factors: (1) KEY PERSONNEL: Offerors shall submit resume of key personnel with the offer demonstrating a minimum of FIVE years of experience in the trade performing the scope of work in the Statement of Work. (2) PAST PERFORMANCE: Offerors shall provide at least three projects completed of similar in scope to this requirement. Also, the Government may retrieve information from the Contractor Performance Assessment Reporting System (CPARS). (3) PRICE: Offeror shall submit an itemized description of cost, including a breakdown of labor and material. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The repairs need to be complete no later than 90 days after NTP Contractor shall assess listed doors for functionality and repairs required to return Dialysis Door to functional use. The Contractor will also be installing new Storefront Doors to the 11th floor as well. Contractor shall be responsible to provide all labor and materials required to complete repairs. The contractor shall test the functionality of the equipment upon completion of repair. All tests should ensure that damaged parts have been successfully repaired and all functions including, but not limited to those related to repaired parts, are operational. Contractor shall provide written inspection report and tests for operations upon completion of all work.
