Description

REQUEST FOR PROPOSALS (RFP# 22-12) 2022 22nd and Bond and 24th Street Drainage Rehabilitation NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN that City of East St. Louis ("The City") is soliciting proposals for the Rehabilitation of Various Streets in the City of East St. Louis as more fully set out in the Scope of Work section of this Request for Proposals ("RFP"). RFPs must be received in the Office of the City Clerk, Debra Hamilton Tidwell, 301 River Park Drive, East St. Louis, IL. 62201 no later than 10:30 A.M. on Friday, August 20, 2021. The envelope shall be clearly marked 2022 Street Sewer Rehabilitation-22nd. 24, and Bond Ave. Drainage Rehabilitation. RFPs received past the deadline will not be considered. The city will evaluate RFPs and make a selection based on the firm's technical ability, experience, and ability to perform the work. The City will not provide compensation or defray any costs incurred by any firm related to the response to this request. The project consists of o Saw cut pavement width and length sufficient to excavate and remove the existing pavement for inlet removal and new inlet installation. Remove and replace two (3) existing inlets at locations shown. Install four (5) new double inlets at the locations as directed by the Engineer. Inlets shall be attached to 30" mainline sewers with 12" SCH 35 PVC and within a new set-over manhole. o The contractor shall contact the utility companies to verify the location of all utilities within the excavation areas. If necessary, the contractor shall pothole utilities to verify the location of the utility lines prior to excavation to prevent disruption of utility services to the area. o All construction shall follow The Standard Specifications for Road and Bridge Construction, latest edition. o Contractorshall provide all necessary barricades and fencing surrounding the excavation areasforsafety. Contractorshall notify applicable City Departments, police, fire, City Manager, City Engineer, Public Works, etc., should excavations remain overnight. Contractor shall provide Traffic Control and Protection per IDOT standardsforsecuring the construction site for safety concerns. Contract shall use IDOT Standard Traffic Control Details. o Dewatering and bypass pumping shall be incidental to removing and replacing pipe with no additional compensation. o All work and details of materials shall be per the latest edition of the Illinois Department of Transportation Standard and Specifications for Road and Bridge Construction. Materials shall come from an IDOT approved material site. The City reserves the right to negotiate with any and all persons or firms. The City also reserves the right to reject any or all RFPs, or to accept any deemed most advantageous to the City, or to waive any irregularities or informalities in the RFPs received, and to revise the process schedule as circumstances arise. Proposals will be opened and tabulated on August 16,2022 at 10:00 A.M. in the Council Chambers at City Hall on the second floor. Mandatory Pre- Bid Meeting August 8,2022 at 10:00 A.M. PublicVVorks Building 213 North 20th Street East St. Louis, Illinois 62205 Latest Time to Submit- August 12,2022 Request for Interpretation Latest Time to Issue August 14, 2022 An Addendum Scope of Work: Undersized inlets and discharge pipes cause routine local flooding during heavy rainfalls at this location. The proposed improvements include the removal and replacement of three (3) existing inlets and associated discharge piping and the installation of four(5) new precast double inlet boxes with Type 3 frames and covers poured into the curb. The existing sewer line is approximately 7 feet deep to the flowline and is 30" in diameter. The existing street inlets are in a low point. The new double inlets shall be located 30-feet from each existing street inlet. By making a proposal on the Project, the Bidder represents that the Bidder has examined the Scope of Work. Each proposal shall be completed on the form furnished by the City. The plans and specifications and proposed contract documents may be examined at the Office of the City Clerk at 301 River Park Drive, East St. Louis, IL 62201. Copies of said plans and specifications and form of proposal blanks may be secured at the same office or on the web at www.cesl.us by bona fide bidders. Carlos Mayfield City Manager Prevailing Wage: The procurement will be subject to regulations contained in General Conditions, The Illinois Preference Act (IL REV.STAT. CH. 48 SECTS 2201-2207), and Executive Order 11246. No less than 30% of the total bid amount must be expended with minority business enterprises. The City of East St. Louis will not award to any contractor who does not hold a current City of East St. Louis Contractor's Registration. Contract Documents: All proposals must be accompanied by a bid bond, cashier's check, bank draft or certified check for no less than five percent of the amount of bid. Contract Time: Time of Substantial Completion for the project shall not be later than 60 consecutive calendar days from date stipulated in written Notice to Proceed.
