Description | A certified check or bid bond in an amount not less than 5% of the bid price for the Contract work will be required from each bidder. The bid security, made payable to the City of Bangor, shall be as described under INSTRUCTION TO BIDDERS. It is expected that the Contractor will order all necessary equipment and materials associated with the project as soon as the contract has been executed to avoid delays when the "Notice to Proceed" is issued. This project is subject to the Foreign Trade Restriction Clause in accordance with 49 CFR 30. Attention of bidders is called to the requirements as to conditions of employment and to procedures under the appropriate sections, as amended, of the laws of the State of Maine. The bidder's attention is directed to the Debarment and Suspension laws of the State of Maine and the Federal Government in accordance with 2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5 DOT Suspension & Debarment Procedures & Ineligibility. The bidder's attention is directed to Drug-free Workplace requirements as set forth in 49 CFR Part 32. Notice of Requirement for Affirmative Action The proposed development to be accomplished under this contract will be subject to the Federal Equal Employment Opportunity (EEO) requirements of 41 CFR Part 60, Executive Order 11246, and Title VI of the Civil Rights Act; and the State of Maine EEO. Title VI Solicitation Notice The Bangor International Airport - City of Bangor Maine, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Notice to Prospective Federally Assisted Construction Contractors - Non-segregated Facilities 1. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that it does not and will not maintain or provide for its employees any segregated facilities at any of its establishments, and that it does not and will not permit its employees to perform their services at any location under its control where segregated facilities are maintained. The bidder or offeror agrees that a breach of this clause is a violation of the Equal Opportunity clause in this contract. 2. "Segregated facilities," as used in this clause, means any waiting rooms, work areas, rest rooms and wash rooms, restaurants and other eating areas, time clocks, locker rooms and other storage dressing facilities provided for employees, that are segregated by explicit directive or are in fact segregated on the basis of race, color, religion, sex, or national origin because of written or oral policies or employee custom. The term does not include separate or single-user rest rooms or necessary dressing or sleeping areas provided to assure privacy between the sexes. 3. The bidder or offeror shall include this clause in every subcontract and purchase order that is subject to the Equal Opportunity clause of this contract. Assurance and/or Certification statements of the Bidder as provided in the bid documents must be executed (signed) and submitted at the time of the bid opening. These certifications are intended to satisfy the State, County, and City laws relative to the non-segregation and non-discrimination. The City of Bangor reserves the right to waive any informalities or to reject any or all bids, or to accept any other than the lowest bidder, should it be deemed to be in the best interest of the City to do so. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that at the time the bidder or offeror submits its proposal that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction. After the actual date of the bid opening no bidder may withdraw his/her bid prior to January 9nd, 2023 This work generally consists of the following elements: Demolition and/or modification of existing passenger boarding bridge and foundation o New foundation(s) o Civil site work o Electrical distribution o Supply and installation of a new passenger boarding bridge and component(s) Any questions or inquiries must be submitted in writing (email only) to the office of the Architect, M.
