Description

For the construction of the Wastewater Treatment Plant Improvements - Phase 1. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. The Project consists of the following major items: New influent/equalization pump station and valve vault. New 2 MG earthen equalization basin. New Influent oxidation ditch splitter box (Splitter Box No. 1) and associated piping. New outdoor chemical storage tank with chemical transfer pump and containment. New clarifier influent splitter box (Splitter Box No. 2). New secondary clarifier. New return activated sludge (RAS) and waste activated sludge (WAS) submersible pump station. Expansion of existing chlorine contact basin and modifications to chlorine/sulfur dioxide gas feed systems. New Polymer Feed System. New Emergency Generator. Yard piping and associated utilities. All electrical and control work. Prospective Bidders may obtain Bidding Documents from the Issuing Office upon receipt of a non-refundable fee as follows: Registration and access to the Issuing Office Project Bidding site for electronic download of Bidding Documents as PDF files for a fee in the amount of $50.00. This does not include printed copies. Partial sets of Bidding Documents and CAD files will not be available from the Issuing Office. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders. The U.S. Department of Commerce, Economic Development Administration is providing partial funding ($6,337,992) for this project (EDA Investment No. 04-79-07482). Bidders must comply with the EDA "Supplemental General Conditions" and additional instructions included in the project bid documents/specifications. The special provisions concerning the American Iron and Steel (AIS) requirements and Bacon Davis Wage Rates as noted in the Instruction to Bidders and Supplementary Conditions shall be required for this contract. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. Bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders shall provide certification of prior work under Executive Order 11.426 (Equal Employment Opportunity) as amended. Bidders shall make positive efforts to use small and minority-owned businesses and woman business enterprises. The successful Bidders shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, if applicable. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act.
