Description

The project scope will consist of grading, drainage and aggregate trail surfacing at the Collins Ferry Connector including ditching, culvert and inlet placement, fencing, and the placement of compacted aggregate courses for the trail bed for a length of 0.28 mile. There is no mandatory pre-bid meeting, however contractors are responsible to visit and be familiar with the site prior to submitting a bid. Bidder registration is required. Responses to questions will be distributed to all interested bidders. Proposals must be made upon the bid forms furnished in the manner designated in the specifications, and must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project, on the outside Each bid shall be accompanied by a Bid Bond or Certified Cashier's Check payable to the Mon River Trails Conservancy for five percent(5%) of the total bid. Bid shall also include a copy of current and valid West Virginia Contractor's License. Bids may not be modified or withdrawn for a period of 60 days after receipt of bids without forfeiture of bid security; not as penalty, but as liquidated damages. Project is partially funded by a grant from the Federal Highway Administration's Recreational Trails Program, administered by the West Virginia Department of Transportation, Division of Highways. Design and control of the project must be in conformance with the guidelines of the Recreational Trails Program and all applicable State and Federal Regulations. Neither the United States, nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standards Act. Minority owned and women owned businesses are strongly encouraged to submit proposals for this contract. The Mon River Trails Conservancy reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
