PRE-SOLICITATION NOTICE: 140G0122R0020 TITLE: BIA Office Relocation/Renovation GENERAL: The Department of the Interior (DOI), United States Geological Survey (USGS) will be soliciting proposals from Small Business Indian Economic Enterprises (ISBEE) firms having the capability to perform the work described below. This is a PRESOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. It is anticipated that a solicitation will be issued via this announcement on or around August 15, 2022 on SAM.gov. Responses will be due approximately 30 days or more following the issuance of the solicitation, once posted. Actual proposal receipt date will be established at the time solicitation documents are available. This pre-solicitation announcement does not constitute a solicitation. The entire solicitation package will have all attached documents will be available in Adobe PDF and/or Microsoft Word. Any specifications and drawings will be available in Adobe PDF and/or Microsoft Word. PROJECT DESCRIPTION: The U.S. Geological Survey (USGS) National Center Design and Construction Branch has a requirement for the performance of construction services in accordance with the requirements set forth in this Technical Statement of Work, and associated plan drawings. The construction involves but is not limited to Construction of a breakroom with kitchen cabinets, kitchen sink, a quiet room with sound proofing, Storage room with heavy duty adjustable storage racks, a collaboration room, a cyber security suite, a work area to update computers, modifications to the existing system furniture in 1D301 area which is approximately 10,301 square feet. Moving occupants from 12220 Sunrise Valley Drive, Reston, Virginia. 20192 to 12201 Sunrise Valley Drive Reston, Virginia. 20192. Optional Line Item: The construction involves but is not limited to renovation of the 2D100 area to include plumbing work to install a breakroom with a working kitchen sink and re-design at 2D100 office area. This work will include removing ceiling, walls, existing electric for lights, switches and receptacles, and Asbestos abatement to approximately 3700 square feet of tile and glue mastic that may contain Asbestos in 2D100 areas. PROJECT LOCATION(S): The work shall be located at 12220 &12201 Sunrise Valley, Reston, Virginia. MAGNITUDE: The value shall range between $1,000,000 to $5,000,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single award, Firm-Fixed Price (FFP), stand-alone contract. This negotiated FFP contract will be awarded requiring submission of a technical, past performance and price proposal. The tradeoff process is selected as appropriate for this acquisition. The Government will consider it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror. SET-ASIDE TYPE: This is a competitive ISBEE set-aside acquisition. All responsible sources may submit a proposal for consideration in accordance with these and other terms and conditions of the anticipated solicitation. NAICS CODE: The primary NAICS Code for this project is 236220 Commercial and Institutional Building Construction with a small business size standard of $36.5 Million. DURATION: The contract performance period is anticipated to be for One (1) Year.
