Description

No bids will be received after the above time and date. STATE PROJECT NO. H.XXXXXX Morehouse Memorial Airport, Morehouse Parish. Morehouse Memorial Airport Runway/Taxiway Rehabilitation-Mill, Patch, Overlay & Seal Coat Prime Bidder is defined as licensed Heavy Construction Contractors bidding this job as such. Deposits on the first set of documents furnished bona fide prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids. Each proposal shall be accompanied by Bid Bond, a Cashier's Check or Certified Check in the amount not less than that specified above and shall be made payable to the City of Bastrop, without conditions. This shall be given as a guarantee that the Bidder will execute the Contract, if it be awarded to him, in conformity with the contract documents. The bidder must complete the Past Criminal Convictions of Bidders (Attestations) form. The bidder must also provide an affidavit attesting that public contract was not secured through employment or payment of solicitor (see Non Collusion Declaration) form. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction. The successful Bidder to whom the contract is awarded will be required to furnish a performance and payment bond acceptable to the City of Bastrop, in the amount of one hundred percent (100%) of the contract in conformity with the Contract Documents. The contractor for the contract shall purchase and maintain such insurance as will protect him/board from claims which may arise out of, or result from the contractor's execution of the work, whether such execution be by himself or by any subcontractor or by anyone directly or indirectly employed by any of them or by anyone from whose acts any of them may be liable. Federal Requirements: This project is federally funded and federal provisions and requirements apply. Federal provisions made part of, but not limited to this contract include: Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Governmentwide Debarment and Suspension, Governmentwide Requirements for Drug-free Workplace. The Contractor agrees to comply with 49 USC 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list. Notice of Requirement for Affirmative Action to Ensure Equal Employment 1. The Offerors or Bidders attention is called to the Equal Opportunity Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications set forth herein. 2. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractors aggregate workforce in each trade on all construction work in the covered area, are as follows: Timetables Goals for minority participation for each trade: 6.5% These goals are applicable to all of the Contractors construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non-federally involved construction. The Contractors compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractors goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. 3. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address, and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed. 4. As used in this notice and in the contract resulting from this solicitation, the covered area is City of Bastrop, Louisiana, Morehouse Parish. Title VI Solicitation Notice: The City of Bastrop, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, [select disadvantaged business enterprises or airport concession disadvantaged business enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Successful Bidders are required to submit to the Owner, the following documents within 10 days of bid opening: Statement of Bidders Qualifications Certification of Bidder Regarding EEO Demonstration of Good Faith Efforts Letter of Intent - DBD Bidders Assurance of DBE Participation DBE Good Faith Effort Documentation Attestations Affidavit Non Collusion Declaration Bidders are notified that the award of the contract shall be by the Owner and that construction administration and inspection will be performed by the Engineer and final acceptance will be made by the Owner upon recommendation of the Engineers and subject to approval by the FAA. Liquidated damages for delay will be in the amount of five hundred dollars ($500.00) per day for delays other than those caused by adverse weather conditions, acts of God, acts of delay caused by scheduling of operation by the Engineer or the Owner adverse to the interest of the contractor. Bids must be submitted on the Standard Form of Proposal included herein and the successful bidder will be required to execute the Owner's Standard Form of Contract for Construction, together with the performance bond and payment bond, within ten (10) days after formal award of the contract. No bids may be withdrawn for a period of forty five (45) days after the time schedule for the opening of bids. The Owner reserves the right to reject any or all bids for just cause. The contractor shall display his Contractor's License Number prominently on the outside of the envelope. At the time and place stipulated, all proposals on hand will be opened and read aloud. Any proposal received after the specified day and hour will be returned unopened. No bids, after being submitted, may be withdrawn after the scheduled time for opening of bids
