Description | **As of March 8, 2023, this project has not yet been awarded. A timeline for award has not yet been established. Furnishing all labor, equipment, materials, and services to construct complete traffic control signal installation and associated roadway work, but not limited to, cabinet and controller, removal and relocation of existing vehicle optical pre-emption, signal mast arms, pedestals, new signal heads, video detection, conduit, wire, concrete hand hole, new signs, sidewalks, curbing, roadway restoration and pavement markings. The work also entails the adjustment to utility structures to finish grade, and all else necessary and incidental thereto in accordance with the construction plans and these specifications. Furthermore, the work includes maintenance and protection of traffic during construction and the maintenance of vehicular and pedestrian access to abutting properties and, unless otherwise directed by the Engineer, uninterrupted and acceptable operation at all times. There is a Contract Goal of 7% for Disadvantaged Business Enterprise as certified by ComiDOT. Only DBE firms certified by ComiDOT are eligible to perform work or provide services that will count towards the goal. The apparent low bidder's DBE Commitment Approval Request form(s) meeting the established DBE contract goal percentage, is due to the Town no later than five (5) calendar days after the bid opening. This project includes the installation of new traffic control signal equipment and upgrade of existing equipment and roadway improvements along Glenville Road. The Town of Greenwich hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and that they will not be discriminated against on the grounds of race, color, national origin, sex or disability including but not limited to blindness, in consideration for an award. A Bid Bond for 10% of the total bid amount must accompany each bid. Bidders may be required to submit data covering financial resources, equipment and ability to perform the work rapidly and in a satisfactory manner. The right is expressly reserved to reject any or all bids. Bidders shall complete the Vendor Information & Signatory Form for all Contracts equal to or in excess of $250,000.00. Failure to complete the Vendor Information & Signatory Form, located in Section 2, will cause the contractors bid to be disqualified. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed, insurance coverage requirements, Federal and CT State Labor minimum wage rates to be paid under the contract and construction safety and health course requirements. The Contract Wage Certification Form is to be submitted to the Labor Commissioner before the award of the contract. |
