Description | The City of Kenmore is interested in (1) conducting additional analysis on appropriate Missing Middle housing types and locations for the City, including recommendations on potential locations for small-scale neighborhood commercial development to support surrounding housing; (2) conducting a public involvement program to obtain feedback on Missing Middle housing; (3) preparing a racial equity analysis report; and (4) preparing Zoning Code amendments for, at a minimum, cottage housing in Kenmore. Kenmore has been a community since the beginning of the 20th century yet is a relatively new city in King County (incorporated in August of 1998), with a population of just over 24,000. Most of the City is developed with single-family residences, with multifamily and commercial uses located mainly along State Route 522 (SR-522) which bisects the City from west to east. Stride Bus Rapid Transit (BRT) will be coming to Kenmore along SR-522, with an expected opening date in 2026. The City will have three BRT stations and plans are underway for a significant Transit-Oriented Development in the area of a large existing Metro Park and Ride lot near downtown. An affordable housing project (100 units for those making 30% or less average median income) also is proposed for downtown. VISION 2050--the approved multicounty planning policies for the region--identifies Kenmore as a High Capacity Transit (HCT) community, with regional expectations for transit-supportive growth. The Contract resulting from this RFP shall remain in effect until completion and final payment of the services described in the Contract, unless terminated earlier in accordance with the City's contractual policies. |
