Description

Please submit all questions and requests for information to Tarvaris.mccoy@hopewellrha.org with the subject line The Rendezvous Questions by 12PM on October 17, 2022. The Rendezvous Construction Bidding Hopewell Redevelopment and Housing Authority ("HRHA") is accepting bids from qualified construction firms for rehabilitation of Piper Square Apartments, a multifamily Low-Income Housing Tax Credit (LIHTC) project in Hopewell Virginia. Services will include interior and exterior renovation of the structure as well as design improvements to the site. The Contractor(s) shall begin work within thirty (30) calendar days after receiving the Notice to Proceed and the project shall be complete within five hundred eighteen (518) calendar days from date of Notice to Proceed. Therefore, the successful bidder will be required to submit Contractor Schedule of Values and construction schedules with a completion date no later than thirty (30) calendar days after the Notice to Proceed. General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Hopewell Redevelopment and Housing Authority. In lieu of a bid bond, the bidder may submit a certified or cashier's check. Visits to the project site may be arranged upon request. The successful bidder must deliver to the purchasing office executed Commonwealth of Virginia Standard Performance and Labor and Material Payment Bonds, each in the sum of the contract amount, with the HRHA as obligee. If approved by HRHA, a bidder may furnish a personal bond, property bond, or bank or savings institution's letter of credit on certain designated funds in the face amount required for the bid, payment or performance bond. Approvals shall be granted only upon a determination that the alternative form of security affords protection to the Authority equivalent to a corporate surety's bond. Please note that if the apparent low bidder cannot provide the Performance Bond and Payment Bond within a reasonable amount of time and Notice of Award cannot be made, they may run the risk of forfeiting their bond. HRHA at its sole discretion will determine what is considered a reasonable amount of time. Performance bonds shall remain in effect throughout the construction and the maintenance and warranty period defined as one year (1) after completion of the construction. In accordance with the Invitation for Bid it is hereby understood and agreed by the Contractor that time is of the essence in delivery of supplies, completion of the project, services, materials or equipment of the character and quality specified in the bid document. In the event these specified supplies, services, materials or equipment are not delivered by the dates specified, there will be deducted, not as penalty but as liquidated damages, the sum of $500.00 per calendar day for each and every calendar day of delay beyond the time specified in the associated paragraphs; except that if such delays are the result of an act of negligence, or default on the part of HRHA, public suppliers, or by riot, sabotage or labor trouble that results from cause or causes entirely beyond the control or fault of the Contractor or his suppliers, a reasonable extension of time as HRHA deems appropriate may be granted. Upon receipt of a written request and justification for an extension from the Contractor, the Contracting Officer may extend the time for performance for the contract or delivery of goods herein specified at the Contracting Officer's sole discretion for good cause shown. Hopewell Redevelopment and Housing Authority is a political subdivision of the Commonwealth of Virginia, created under Title 36 of the Code of Virginia (1950), the Virginia Housing Authorities Law. The HRHA is located in Hopewell, VA. HRHA operates rental housing and provides other housing assistance to low-income residents of The City of Hopewell. A seven (7) member Board of Commissioners appointed by the City Council of the City of Hopewell governs HRHA. An Executive Director is appointed by the HRHA Board and is responsible for managing the daily operations of the agency. HRHA obtained an allocation of Low Income Housing Tax Credits and is using the allocation in combination with The Rental Assistance Demonstration (RAD) to convert its Public Housing at Piper Square Apartments located at 1529 Piper Square Drive Hopewell, VA 23860. SCOPE OF SERVICES The services under this RFP include construction of 64 total units, management offices and community space. Work will be done in accordance with the attached plans and specifications, applicable sections of Virginia IBC, and City Zoning regulations. The selected firm shall furnish all professional and skilled services, labour, materials, tools, equipment, insurance and permits, as necessary, to provide improvements above.
