Description | Per owner "We’ve put the project on hold for now and are not accepting bids." Any bid received after the time and date specified above shall be deemed non-responsive and shall be returned to the bidder unopened. Bids received by e-mail or other electronic media shall be considered. The project, as more particularly described in the Bid Documents includes, but is not limited to, the repairing of the road to NCPA's P-Site well pad which consisting of grinding and pulverizing approximately 126,600 square feet of asphalt, grading the road, double chip sealing the road and painting approximately 12,660 linear feet of road strip-ing for fog lines at NCPA's Geothermal Facility. A bidder must be a contractor, holding a valid Class A license issued by the State of California, to perform the work for this project. The license must be active and in good standing as of the date of receipt of bids and must be maintained in good standing through- out the term of the contract. Bidders are hereby notified that, pursuant to Labor Code Sections 1770 et seq., the California Director of Industrial Relations has ascertained the general prevailing rate of per diem wages and rates in the locality where this work is to be performed. The prevailing rates are available on the State of California Department of Industrial Relations website at www. dir.ca.gov and at the Agency's principal office, located at 651 Commerce Drive, Roseville, CA and at the job site. It shall be mandatory upon the Contractor to which the contract is awarded, and upon any subcontractor under the Contractor, to pay not less than the specified prevailing wage rates to all laborers, workers, and mechanics employed in the execution of the contract. This guaranty will be forfeited to, paid to or retained by the Agency as damages should the bidder to which the Contract is awarded fail to enter into the contract or fail to present satisfactory bonds and/or insurance, as detailed in the Bid Documents, within ten business days of receipt of the Agency's Notice of Award of the Contract. A bidder's bond must be issued by a California admitted surety, and comply with applicable law. A bidder may propose one or more "equals" or substitutions for products listed in the Bid Documents by manufacturer name, brand or model number, unless the Bid Documents specify that the product is necessary to match others in use. Complete information for products proposed by a Bidder as an equal must be submitted to the Project Manager for review, at least ten business days before the time specified for bid opening in accordance with the Instructions to Bidders contained in the Bid Documents. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retain- age, pursuant to Public Contract Code Section 22300, and as described in the Agreement. The bonds must be obtained from an admitted surety and comply with applicable law. The successful bidder will also be required to furnish insurance as set forth in the Bid Documents. The successful bidder shall apply for and obtain at its cost any permits required for all work, except as otherwise specified in the Bid Documents. Bidders must be on time or will be disqualified. The purpose of the conference is to review the bid requirements, to receive bidder questions and to review the site. Each bidder is responsible for signing the attendance sheet at the pre-bid conference to ensure qualified bid status. Any bid received by a bidder other than those included on the attendance sheet will be deemed non-responsive and the bid will be returned unopened. Award of Contract. Each bidder shall comply with and agree to all instruction and requirements in this Notice Inviting Bids and in the Bid Documents. All bids must be submitted on the prescribed bid proposal form. The Agency reserves the right to reject any or all bids or to waive any informalities in a bid. The Agency will award the contract, if awarded, to the responsible bidder with the lowest responsive bid and whose bid proposal complies with the requirements pre- scribed. Such award, if made, will be made within ninety (90) calendar days after the opening of the proposals. All bids shall be valid for a minimum of ninety (90) days after the scheduled date for the opening of bids. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. |
