Description

The City of Bloomington is seeking Statements of Qualifications for professional architectural and/or engineering firms interested in performing studies, evaluation, analysis, planning, surveying, design, construction observation/documentation, and other professional services related to improvements to the Downtown Bloomington streetscape and related enhancements. SCOPE OF SERVICES This project shall be completed in phases and the City reserves the right to issue separate requests for individual phases, although the preference would be to retain one firm for all phases of work. The scope of the project shall be limited to the City’s downtown core roughly defined by Madison Street to the West, East Street to the East, Locust Street to the North and Front Street to the South and include but not be limited to the following: PHASE 1: STUDY, EVALUATION & PRELIMINARY DESIGN 1) Meet with the City Staff to review prior studies, exhibits, plans, and other related documentation. 2) Site visits to obtain data and other necessary information for the evaluation. 3) Evaluate the existing downtown streetscape and discuss the City’s vision for improvements as follows: a. Increased downtown activity to include special events and outdoor dining b. Creating a sense of a more walkable downtown c. Softening of downtown hardscape d. Ways to celebrate, honor and mark the City’s significant connections to items of national historic significance such as Route 66, President Lincoln’s formative political years, etc. e. ADA accessibility, lighting, public art, crosswalk design, public transportation, transportation patterns, waste management, electric vehicle charging stations, etc. f. Work with the awarded consultants for RFQ #2022-02 Downtown New Parking Facility for parking analysis and needs, where applicable. 4) Prepare preliminary evaluation report with suggested defined projects and prioritization for City staff review. 5) Prepare sketches, exhibits, and budget cost estimates for the separate proposed project improvements to the Downtown Bloomington streetscape and related enhancements. 6) Prepare final report and review with relevant City staff, officials, and public. PHASE 2: FULL DESIGN, SPECIFICATIONS AND CONSTRUCTION DOCUMENTATION BASED ON CITY’S SELECTION OF PROJECT OR PROJECTS 1) Detailed survey as necessary for planning and design of project(s). 2) All sampling, testing and analysis necessary for the design of project(s). 3) Design of each chosen project with all amenities as determined by City staff, official and public. 4) Preparation of construction plans and specifications for chosen project(s). 5) Project(s) staging plans and details. 6) Submission for City review at 30%, 60%, 90% and final design. 7) Preparation of budget costs estimates and final construction cost estimates of project(s). 8) Limited bidding assistance services including attending pre-bid meetings, providing response to bidder’s questions, necessary revisions to plans and regulations, and participation in public meetings as requested. 9) Adherence to all applicable codes and regulations. 10) All meetings, calls, and other necessary correspondence. 11) All reimbursables.
