Description

The City of Emporia is accepting proposals for biosolids removal and beneficial land application from the Emporia Wastewater Treatment Plant. This material is valuable as a soil conditioner and as a supplemental source of agricultural nitrogen, phosphorus, and potassium. Biosolids cannot be transferred to third parties except for similar bulk agricultural application, as approved by and monitored by the City. The Hauler/Applier will provide all vehicles, heavy equipment, transport vehicles, application equipment, and operating personnel. They will be responsible for cleanup and minor maintenance of the biosolid storage area at the wastewater facility. The annual mass of biosolid to move: 7,000 to 9,500 tons, wet weight. Biosolid removal to be completed at least monthly, or more frequently as needed with requirements of cropland use and applicable Federal and State regulations. The Hauler/Applier should have the ability to store biosolids on site and have access to the storage area year-round and in all weather conditions. The contract will be for 3 years starting December 15, 2023, and will have the option for a two year extension. Detailed contract specifications are attached.
