Description

The Contractor shall engineer, design, furnish, and install two (2) 208VAC 30A circuits and one (1) 208VAC 20A circuit with associated conduit, wiring, and two (2) NEMA L6-30 and one (1) NEMA L6-20 receptacles. Additionally the contractor must install a drain line IAW the cooling rack installation instructions and applicable building codes to drain condensate from chiller unit into a building drain in Bldg 145 RM 1 mechanical room to support the installation of HVAC chiller device. The contractor shall supply all project management, supervision, labor, material, parts, tools, test equipment, transportation, and temporary systems and travel to affect the site survey engineering, design, installation, and testing of the electrical cabling and drain hose at building 145. The Contractor shall utilize survey information to analyze the project requirement, perform engineering design tasks, and develop the data deliverable in Microsoft Office Application format. The Contractor shall accomplish all necessary actions to identify and contact subcontractor(s) required for project implementation. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Funds are not presently available for this effort. No award will be made until funds are available. The Government reserves the right to cancel this RFQ either before or after the closing date. In the event the Government cancels this solicitation the Government has no obligation to reimburse an offeror for any costs. 2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-22-Q-0010. 3. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 4. This procurement is being solicited as a total small business set-aside. The North American Industry Classification System (NAICS) code is 238290, Other Building Equipment Contractors, with a small business size standard of $19.5 Million. The product service code (PSC) for this procurement is N072, Installation of Equipment - Household and Commercial Furnishings and Appliances. Refer to the attached statement of work (SOW) (Attachment 1) for all requirements and specifications. 7. Period of Performance: 60 days after date of contract (ADC). Destination: 341 CS Bldg 145 Rm 17 Malmstrom AFB, MT 8. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. FAR 52.212-1 Addenda: Offerors' quotation shall conform to the requirements of the SOW, Attachment 1. The Government reserves the right to cancel this RFQ at any time. Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, 14 July 2022 to the individual(s) referenced in paragraph 15 below. All personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. Your quotation must remain valid through 30 August 2022. The expiration date of your quotation must be clearly marked. 9. The provision at FAR 52.212-2, Evaluation--Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. Offerors shall be ranked by price in ascending order from lowest priced to highest. Quotations shall then be evaluated on the basis of conformance to the required SOW (Attachment 1) contained in this solicitation. Any quotation not meeting the requirements of the SOW shall be deemed non-responsive and therefore, ineligible for award. Award shall be made to the lowest total priced quotation that meets the requirements of the SOW contained in this solicitation and be the most advantageous to the Government. 10. The provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Products and Commercial Services (May 2022) with its Alternate I (Oct 2014), applies to this acquisition. All Contractors are required to have an active registration in the System for Award Management (SAM.gov), to include completion of the annual representations and certifications. 11.
