Description | OWNER operates and maintains an extensive network of wells, pumps, and raw water mains that transfer well water to the water treatment facilities. Since 2015, OWNER has retained BlueWater Solutions Group, Inc. (ENGINEER) to oversee planning, design, and resident inspection and administration-related services of the Work secured through a competitive bidding process. ENGINEER has provided OWNER with periodically inspection, assessment, hydraulic modeling, and improvement reports and recommendations (excluding the OWNER's existing ground water wells, pumps, and control systems). The work has been sequenced during this time over three previous phases, the last phase (Phase III) being completed in mid-2018. This next and final phase (Phase IV) is needed to complete the hydraulic cleaning and CCTV inspection work for remainder of the raw water transmission system that includes approximately 15,200' of 16" pipeline and 100' of 8" pipeline that are served by six (6) existing and operating wells. These include three (3) wells on the north side and three (3) wells on the south side of the Kansas River. Three of the wells located on the north side (Wells #8, #9, and #10) discharge through the existing pipeline system to a permanent access structure upstream before flow enters a 1,200' siphon river crossing. Additional flow from Well #6 on the south side of the river is added to this 16" pipeline where it enters a control structure described herein as the "H-Structure". Wells #3 and #4 on the south side discharge to different 16" system that is separate from the one just described. This second system also discharges to the same H-Structure. Both systems can be operated, independent of one another, by means of multiple valves and piping configuration in this "H-Structure" by the City of De Soto. The H-Structure represents the termination point of the cleaning and inspection work under Phase IV. Details regarding the configurations and approximate locations of these two systems Services to be provided by the CONTRACTOR in this Phase IV Project will include necessary above-ground locations, excavations, exposure of buried pipe, removal of pipe sections for access, installations of certain fittings, restrained joints, flanges, anchor coupling plugs, steel sleeves, gate valves, gravel bedding, classified backfill, compaction, site restoration, and general coordination and collaboration with the Cleaning Contractor (to be selected through competitive bidding by the OWNER). Contract awards will be issued to both the CONTRACTOR and the Cleaning Contractor at the same time but under separate contracts. |
