Description

This project consists of a new 12 ft wide asphalt multiuse trail from SR 390 to US 231, located along the old railroad track. The trail consists of concrete work, striping, stormwater improvements, trail heads, and accessary structures/amenities. Bids will be received for a single prime Contract. Bidders shall submit a Bid on a lump sum basis for the Base Bid and include a separate lump sum and unit prices for each Alternate Bid described in the Bid Form, if applicable. Comparison of Bids shall be based on total lump sum Base Bid amount. The Owner reserves the right to award the contract (if awarded) based on the base bid and any combination of alternate, additive or deductive (if applicable) bid item(s), whichever the Owner feels is in their best interest. Upon Receipt of Email Requesting Bid Documents and Registering With Panhandle Engineering, Inc. As a Bidder, Vendor, or Subcontractor. Only Registered Bidders Shall Submit a Bid on This Project. A Digital File Containing the Bidding Documents Will Be Provided to the Requestor. Partial Sets of Bidding Documents Will Not Be Available From the Issuing Office. The City Will Not Be Responsible for Full or Partial Sets of Bidding Documents, Including Addenda if Any, Obtained From Sources Other Than the Issuing Office. Addenda, if Any, Will Be Provided Electronically to Plan Holders and a Return Receipt Will Be Requested to Verify Receipt. The Bids Must Be Accompanied by All Required Documents Listed in the Bid and by a Bid Bond, in the Amount of Five Percent (5%) of the Base Bid as a Guarantee That the Bidder Will Enter Into an Agreement With the Owner if Bid is Accepted. The Successful Bidder (Prime Contractor) Will Be Required to Submit a List of His Subcontractors for Approval Before Award of Contract. The Prime Contractor Shall Have the Following Fdot Certifications: 1.) Flexible Paving 2.) Hot Plant Mixed Bituminous Courses 3.) Drainage 4.) Grading 5.) Grassing, Seeding, Sodding 6.) Pavement Marking 7.) Roadway Signing the Prime Contractor is Required to Perform All Paving Activities With Its Own Labor and Equipment. The Person or Affiliate Who Has Been Placed on the Convicted Vendor List Following a Conviction for a Public Entity Crime May Not Submit a Bid for a Contract to Provide Any Goods or Services to a Public Entity, May Not Submit a Bid for a Contract to a Public Entity for the Construction or Repair of a Public Building or Public Work, May Not Submit Bids for Leases of Real Property to a Public Entity, May Not Be Awarded a Contract or Perform Work as a Contractor, Supplier, Subcontractor, or Consultant Under a Contract With Any Public Entity, and May Not Transact Business With Any Public Entity in Excess of the Threshold Amount Provided in Section 287.017, for Category Two for a Period of 36 Months From the Date of Being Placed on the Convicted Vendor List. Contractor Must Ensure Employees and Applicants for Employment Are Not Discriminated Against Because of Their Race, Color, Religion, Sex or National Origin. The City of Lynn Haven Reserves the Right to Reject Any One or All Bids, or Any Part of Any Bid, to Waive Any Informalities in Any Bid, and to Award a Contract Deemed to Be in the Best Interest of the City. If a Bid is Awarded, the City Shall Choose the Lowest Responsible Bidder, Which Shall Mean the Lowest Bidder Whose Offer Best Responds in Quality, Fitness and Capacity to Requirements of the Proposed Work or Usage, as Specified. In Determining the Lowest Responsible Bidder, the Following Shall Be Considered, in Addition to Price: 1. The Quality of Supplies Offered. 2. The Ability, Capacity and Skill of the Bidder to Perform the Contract or Provide the Supplies or Services Required. 3. Whether the Bidder Can Perform the Contract or Provide the Supplies or Services Promptly, or Within the Time Specified, Without Delay or Interference. 4. The Sufficiency of the Bidder's Financial Resources and the Effect Thereof on His/her Ability to Perform the Contract or Provide the Supplies or Services. 5. The Character, Integrity, Reputation, Judgment, Experience and Efficiency of the Bidder. 6. The Quality of Bidder's Performance on Previous Orders or Contracts for the City. 7. Litigation by the Bidder on Previous Orders or Contracts With the City. 8. The Previous and Existing Compliance by the Bidder With Local Laws and Ordinances Relating to the Subject of the Purchase or Contract. 9. The Ability of the Bidder to Provide Future Maintenance and Service Where Such Maintenance and Service is Essential. Bids May Be Held by the City for a Period Not to Exceed Sixty (60) Days From the Date of the Bid Opening for the Purpose of Reviewing the Bids and Investigating the Qualifications of Bidders, Prior to Awarding the Contract. There Will Be No Pre-bid Meeting for This Project.
