The reviewing of plant operations, treatment processes, and data in recommending short and long term plant improvements associated with removing taste and odors. The consultant shall evaluate the plant treatment process chemicals, dosages, feedpoints, and mixing operations. The consultant shall perform any necessary jar testing in conjunction with existing chemicals for compatibility and the reduction of taste and odors. The consultant will perform a pilot plant study of treatment operations if it is determined to be necessary. Tests shall be done using raw and plant water. The project involves preparing a study with findings and recommendations associated with improvements to the plant to treat various events associated with taste and odors. The study shall address the operational treatment costs and construction costs associated with the recommendations.
