Description

**As of December 6, 2022, project was awarded to Rotschy Inc, awarded amount $6,822.236.40** This project is funded in whole or in part through the United States Environmental Protection Agency (EPA)'s Water Infrastructure Finance and Innovation Act (WIFIA). Special equal opportunity requirements imposed by that agency are contained in the bid documents, and bidders are cautioned to examine them carefully in preparing their bids. As such, all work on this project is subject to WIFIA requirements such as the Federal American Iron and Steel (AIS) requirements, as well as all other WIFIA requirements such as Davis-Bacon Wage Rates. Materials specified to be incorporated into this Project shall meet the AIS requirement of P.L. 113- 76, Consolidated Appropriations Act, 2014. The Contractor shall adhere to all requirements stated within the Specifications and other WIFIA requirements. Each bid form shall include specific acknowledgment, in the space provided, of Contractors' understanding of the WIFIA funding requirements. Failure to so acknowledge may result in the bid being rejected as not responsive The character of the work is construction of a well pump house at cascade well no. 9 in kirk park and the associated site development (schedule a), and raw water transmission main piping and distribution system piping upgrades (schedule b). The major quantities of work involved in this project are: This Project is for a public work and is subject to ORS 279C.800 to 279C.870, the Oregon Prevailing Wage Law. This project is also federally funded and thus subject to prevailing wage rate requirements under the Davis-Bacon Act (40 U.S.C. 3141 et seq.). Each workers in each trade or occupation that the contractor, subcontractor, or other person who is a party to the contract uses in performing all or part of the contract, must be paid not less than the higher of the applicable state or federal prevailing rate of wage. The applicable state or federal prevailing wage rate for this project shall be the most current wage rates published before the date of bid opening. The project completion timeline shall be 514 calendar days after Notice to Proceed, but no later than July 3, 2024. . The Engineer's Estimate for this project is $6.3 to $7 million. WBE (6.9%) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 1. Construction of Cascade Well No. 9 building of concrete masonry unit and woodframed roof construction, including HVAC and a standby power generator; 2. Construction of Cascade Well No. 9 wellhead improvements to include furnishing and installing a vertical turbine well pump, pump base, and well head enclosure; 3. Furnish and install site stormwater conveyance, detention, and treatment facilities; 4. Site clearing, including tree removal, grading and earthwork at well site; 5. Excavation for and backfilling of above components as required for a complete installation; 6. Furnish and install restrained ductile iron water main in various sizes as shown on the Drawings, including valves and appurtenances, both on-site and off-site; 7. Connection of the new water mains to existing main lines, including transmission mains, distribution mains, and storm and sanitary site piping connections; 8. Construction of fully buried, precast concrete valve vault structures; 9. Site access driveway extensions, concrete, pavement, and gravel; 10. Landscaping and irrigation system; 11. Kirk Park site pathway improvements; 12. Installation of electrical improvements; 13. Three phase power extension and new electrical service at the well site; Locations- OFFSITE PIPELINE WORK; NE HASSALO ST, NE 190TH PL, NE HALSEY ST WELL NO. 9 SITE: 1087 NE 188TH AVENUE, GRESHAM, OR 97230 14. Furnish and install fiberoptic conduit and cable, including pull boxes and vaults, and connection to existing SCADA terminals; 15. Coordination of system integration by Owner's System Integrator (S&B Inc.) and installation of Owner-provided VFD, electrical and controls panels, and other items; 16. Abandonment of existing water mains, and other utilities and miscellaneous structures; and 17. Restoration of work site areas to original or better condition, including grading, temporary and permanent paving, erosion control, and other measures as required.
