Description

The City and Borough of Juneau (CBJ) is requesting proposals from qualified consultants to provide design services for the Dudley Street, Mendenhall Loop to Tongass Boulevard - Utilities and Surfacing Improvements project. Persons interested in submitting proposals are encouraged to attend. Proposers intending to participate shall request the call-in information from the CBJ Engineering Contracts Division by emailing contracts@juneau.gov by 4:30 p.m., on June 27, 2023. Marine View Center - 3rd Floor, 230 South Franklin Street, Alaska 99801 is the sole point of contact for all issues pertaining to this procurement. Office hours are 8:00 a.m. to 4:30 p.m. local time, Monday through Friday. The Purchasing Division will attempt to keep all office equipment used in methods of document receipt, in working order but is NOT responsible for communications or documents that are late, regardless of cause. No Proposer documentation will be accepted as proof of receipt. Prior to any deadline, Proposers are strongly encouraged to confirm receipt of any submitted documents with the Purchasing Division. All electronic submittals must be uploaded as an Adobe Portable Document Format (PDF). Proposers will not secure, password protect or lock uploaded files; the City must be able to open and view the contents of the file. Proposers will not disable or restrict the ability of the City to print the contents of an uploaded file. Scanned documents or images must be of sufficient quality, no less than 150 dpi, to allow for reading or interpreting the words, drawings, images or sketches. The City may disqualify any Submittal Response that does not meet the criteria stated in this paragraph. Disadvantaged Business Enterprises are encouraged to respond. The purpose of this document is to solicit proposals from qualified consultants to provide Design Services for the Dudley Street Utility and Surfacing Improvements between Mendenhall Loop Road and Tongass Boulevard. The Class 3 process is used for acquisition of professional service contracts estimated to be more than $50,000.\ The Consultant shall provide all professional engineering services necessary to prepare complete bid-ready construction drawings, specifications, bid schedule and engineer's estimate with critical material lead times for construction of pavement, drainage and water and wastewater utility improvements for Dudley Street between Mendenhall Loop Road and Tongass Boulevard. Services will include, but not be limited to, outreach and coordination assistance with residents, research, survey, engineering design, stakeholder, and neighborhood outreach. The scope of construction work anticipated includes improvements to the underground storm drainage and sewer collection system, replacement of the water system, of road base, curb and gutter, pavement, and other miscellaneous improvements necessary for a complete project. The site of the work is in the Mendenhall Valley, Juneau, Alaska. The contract may be amended at a future date, pending funding, to include design for additional segments of Dudley Street. 100% Bid-ready drawings, specifications and construction estimate shall be submitted by October 5, 2023. The method of Contractor Selection has not been Determined at this time.
