Description

The Otsego County Highway Department (OCHD) is currently seeking bids from qualified site contractors to perform excavation and road reconstruction work on County Rt. 31, in the town of Middlefield. This is a FEMA funded project, involving two (2) sites (#1 = +/- 230 LF long, #2 = +/- 90 LF long; located approximately 3 miles apart) which is incorporated into a larger scope of work, involving soil stabilization of the adjacent sliding embankment. Soil stabilization work shall be performed by GeoStabilization International (GSI), who will have a representative on-site during all phases of the embankment preparation, excavation, and stabilization efforts, to direct the contractor regarding the actual extent, limits, and quantity of required work related to the embankment slope. The Contractor shall perform the work, as shown in the project drawings, and as directed by the OCHD and/or its on-site representative (GSI); payment shall be made for actual quantity of work performed on the various bid items. Work items shall consist of the following: Mobilization ? Bonds, Insurance, etc. ? Provide submittals to OCHD for all materials proposed to be used in the project ? Call DigSafe NY to mark-out existing utilities; “piggybacking” of mark-outs with other contractors will not be permitted ? Mobilize equipment to site as often as required to perform the work involved in the project. At site #1, it is anticipated that there will be a gap of +/- twenty (20) working days between the completion of roadway removal/excavation, roadway reconstruction/backfill and paving, guiderail reinstallation and site restoration, so that GSI can complete their work. Site #2 shall require approximately five (5) working days for GSI to complete their operations ? Timing is of the essence: the Contractor shall be required to mobilize to the site, and commence operations, during the various phases, at three (3) days’ notice, so as to allow GSI to maintain their schedule ? De-mobilize all equipment from the site(s) at the completion of the work Clearing & Grubbing ? Remove & dispose of all trees, at site #1, within eighteen (18) LF of the stabilization wall face, as well as any branches beyond those limits which are deemed by GSI to obstruct the proposed stabilization operations. ? Remove & dispose of all trees that are less than 12” DBH, within the limits of the embankment stabilization wall face/bench at site #2 ? Remove & dispose of tree root balls, for all trees that are removed, at the stabilization faces at sites #1 & 2. Minimize disruption to adjacent native materials ? Excavate, remove, & dispose of grass and topsoil, from the roadway shoulders . The duration of the resulting contract shall be from April 13, 2022 through November 1, 2022.
