Description | The Borough of Greenville will receive proposals for the Snow Removal Equipment Building at the Greenville Municipal Airport. Bids must be submitted on the prescribed forms furnished with the Drawings, Specifications, and other Contract Documents, and shall be in accordance with the Instructions to Bidders. The successful bidder will be required to start work within ten (10) calendar days after Notice to Proceed and to complete the work within the times specified in the Contract Agreement after the Notice to Proceed, with liquidated damages of $850.00 per calendar day for failure to complete the work on time. Notice to Proceed will be issued for construction during the 2022 construction season. Each bidder must submit with his proposal a bid security in an amount equal to at least ten percent (10%) of his bid. Said security shall be in the form and subject to the conditions given in the Instructions to Bidders. No bidder may withdraw his bid within ninety (90) days after the actual date ofthe opening. The successful bidder will be required to pay his employees at w'age rate not less than those contained in the wage determination decisions ofthe United States Secretary of Labor. The bidders attention is called to Section 30, 31, 32, and 33 of the contract Special Provisions which contains bid requirements and EEO requirements for federal contracts. Attention is also directed to the requirement of the Special Provisions regarding Disadvantaged Business Enterprises as defined in 49 CFR Part 26. The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations ofthe Office ofthe Secretary ofTransportation, to subcontract (8.87) percent ofthe dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). All DBE firms used to meet this goal must be certified by the Pennsylvania Unified Certification Program (PA UCP). Certification as a DBE by the PA UCP is separate and distinct from certification programs In the event that the bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttably presumed to be socially and economically disadvantaged include women. Blacks. Hispanics, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The apparent successful competitor will be required to submit information concerning the DBE's that will participate in this contract. The information will include the name and address ofeach DBE, a description ofthe work to be performed by each named firm, and the dollar value ofthe contract. Ifthe bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered nonresponsive. |
