Description

As of December 15, 2023, The Miami-Dade Board of County Commissioners voted to approve a contract with AtkinsRealis, an infrastructure consultant that will advise the Florida county on its plans for a new mass burn waste-to-energy facility. The contractor is expected to bring design plans to 30% completion if and when the county selects a site for the new facility. The county would then issue a request for proposals for a design, build and operate contract to finish the WTE facility. The board doesn’t expect construction to begin on the new WTE plant until 2027 and projects it will be completed in 2033 The County Mayor, Miami-Dade County (County), pursuant to Section 287.055, Florida Statutes, Sections 2-8.1 and 2-10.4 of the County Code, Implementing Order 3-34, and Administrative Order (A.O.) 3-39 announces the Department of Solid Waste Management ("DSWM"), is seeking one (1) consultant to perform Design Criteria Professional and Owner's Representative services for the County's a new Waste to Energy Plant. Pursuant to Florida Statutes section 287.055, "A Design Criteria Professional who has been selected to prepare the design criteria package is not eligible to render services under a Design-Build contract executed pursuant to the Design Criteria Package." The County reserves the right to disqualify any proposal from a team which includes any subconsultant and/or individual who has played a substantial role in the development of the Design Criteria Package or whose involvement with the Design-Build team would confer upon that team an unfair competitive advantage because of such subconsultant or member's prior involvement in the Project. DSWM seeks to hire a Design Criteria Professional to provide architectural and engineering services including, but not be limited to, preparation of Design Criteria Package ("DCP"), for the design of a 4,000 ton per day (tpd) waste to energy ("WTE") facility. The DCP will include the bidding documents incorporating schematic design, permitting, performance specifications and design criteria, design and post design support services, and construction administration for the Project. Services shall also include, but not limited to, field verification services and notifying DSWM regarding the Design Builder's compliance or noncompliance with the requirements of the design criteria. The purpose of the DCP is to furnish sufficient information to assist Design-Build firms in preparing a bid or a response to DSWM's request for proposal, and to allow DSWM to enter into a properly negotiated Design-Build contract. The DCP must at a minimum specify performance- based criteria for the construction project, including the legal description of the site, survey information concerning the site, material quality standard, schematic layouts and conceptual design criteria of the project, cost or budget estimates, vendor procurement, power purchase agreement negotiations, design and construction schedules, site development requirements, provisions for utilities, storm water retention and disposal. The County intends to retain one (1) qualified consultant/team of firms for one (1) non-exclusive Professional Services Agreement (PSA), with an effective term of ten (10) years. The total maximum contract amount is sixty-five million dollars ($65,000,000) inclusive of ten percent (10%) contingency allowances. No minimum amount of work or compensation will be assured to the retained consultants. The County reserves the right to re-use the work products of the retained consultant and to retain other consultants to provide the same or similar services at its sole discretion. Preferred Experience and Qualifications: The Prime Consultant is preferred to have the following expertise: 1. It is preferred that the Prime Consultant firm or team members have completed a Design Criteria Package in the past ten (10) years. 2. It is preferred that the Prime Consultant firm to have completed one (1) Waste to Energy Plant within the last twenty (20) years. 3. It is preferred that the Prime Consultant and subconsultants have ten (10) years of experience in their designated specialization. One (1) Agreement with 11.75% SBE - A/E The expertise must be met by a qualified individual(s) of the prime and/or sub-consultant firm(s), as applicable. The experience must be demonstrated by direct or substantial involvement of the individual(s) in a supervisory capacity at the Project Manager level or above. The determination of the individual's qualifications and compliance with the experience and qualifications and preference stipulations shall be at the sole discretion of the County. The Competitive Selection Committee may negatively evaluate proposals from firms they determine have failed to meet the above experience and qualification(s). Information regarding the experience and qualification(s) and preference stipulations, for the Prime consultant, A/E sub-consultants, and non A/E sub-consultants, must be included in ISD Form No. 11, and said form may be submitted more than once per individual Team member firm as applicable. The method of Contractor Selection has not been Determined at this time
