Description

Project Description - Contract No. RPR-23, On-Call Roadway Pavement Restoration Contract - The Work, includes portions of pavement and concrete restoration to roadways within the TRMUA service area at various locations and times throughout the calendar year. TRMUA performs various upgrades/repairs to their utilities throughout the year, and this contract describes the Final Trench Restoration, Sidewalk repair, Curbing repair, etc., as a result of excavations/trenches associated with utility repairs, within the public Right-Of-Ways. The bidding period shall be a minimum of ten (10) days. Bid Security - In accordance with N.J.S.A. 40A:11-21, each Bid shall enclose Bid Security, as specified in the Instructions to Bidders, in the amount of ten percent (10%) of the Bidder's Base Bid plus all alternates, but not in excess of $20,000. Addenda - Notice of revisions or addenda to advertisement or bid documents shall be in accordance with N.J.S.A. 40A:11-23(a) and N.J.S.A. 40A:11-23(c). Bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27), equal employment opportunities P.L. 1999, C.238 (Public Works Contractor Registration); P.L. 1963, C.150 (Prevailing Wages) and P.L. 2004, C.57 (New Jersey Business Registration Requirements), Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, Known as the Copeland Act, Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1 and P.L. 2012, c.25 (Disclosure of Investment Activities in Iran). Local Public Contract Requirements - The New Jersey Department of Labor and Industry's applicable prevailing wage rates are those wages and fringe benefits in effect on the date the contract is awarded. All pre-determined rate increases listed at the time the contract is awarded must also be paid, beginning on the dates specified. The General Conditions, Section 00700, also contain provisions concerning "Nondiscrimination Requirements." New Jersey Election Law Enforcement Commission - Bidders will be required to comply with the requirements of the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.4 and N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s.3). Consent of Surety Bonding - A certificate is required from the surety company authorized to do business in the State of New Jersey, stating that it will provide bonds in the form and amounts as stated in the Contract Documents. Requests for Interpretation - All questions or inquiries concerning the Bidding Documents or the Work shall be submitted in "writing", with "RPR-23" indicated as the subject/reference, via email to both of the following addresses (address to both in the same email): cjacquemot@tomsrivermua.org notten@tomsrivermua.org or at the postal mailing address given herein for the Toms River Municipal Utilities Authority. Questions or inquiries will be answered/addressed by Toms River Municipal Utilities Authority Field Engineering Asst. Award - Subject to any agreed extension of the period for holding Bids, the Owner will act within sixty (60) days after the date of Bid opening to award the Contract, reject any or all Bids or take any other appropriate action. The Owner expressly reserves the right to reject any or all Bids, waive any non-conformances, readvertise for Bids or withhold the award for any reason the Owner determines.
