Description

A-E Design: A-E Services may include but are not limited to: The preparation of construction solicitations for design-bid-build (complete design) projects; preparation of construction solicitations for design-build projects; concept level designs; drawing development; building information modeling (BIM) development and/or computer aided design (CAD); design analysis/basis of design documents; specification development; construction cost estimates; schedules; and comprehensive interior design services including furniture, fixtures & equipment planning. Additional A-E support services may include technical studies/analysis in support of design for new construction and renovation projects at various locations. A-E Planning: A-E Services may include but are not limited to: sustainable planning; natural, historic and cultural resource management; master planning, healthy community planning; defensible planning; capacity planning; area development planning; network planning; form-based planning; facility standardization and plan-based programming. Other services may include infrastructure assessment; DD Form 1391 (FY XX Military Construction Project Data) preparation; planning charrettes; planning feasibility studies; transportation plans; Net Zero Energy Installation (NZEI) plans; project economic and market analyses; stationing plans; installation design standards; facility utilization surveys; security and anti-terrorism/force protection studies; life safety improvements; and Americans with Disabilities Act (ADA) surveys. Additional services may include housing studies, housing community plans, information management master plans, medical master plans, privatization studies, baseline studies, CAD/GIS mapping, CAD/GIS data migration/consolidation, data linkage, database development, database migration/consolidation, data scanning and archiving, and code and regulatory comparisons. Products of these efforts will include but are not limited to: Vision Plans, Installation Development Plans, Installation Planning Standards, Installation Sustainability Assessment (ISA) Planning Studies, Encroachment Sustainability (ESAP) Planning Studies, Real Property Planning and Analysis System (RPLANS) support, Installation Complex Encroachment Management Plans (ICEMAPs), Air Installation Compatible Use Zone (AICUZ) Planning Studies, Regulating Plans, Implementation Plans, Environmental Documentation, Network Plans, programming documents and other products as prescribed by Department of Defense, Unified Facilities Criteria, Installation Master Planning (UFC 2-100-01, 15 May 2012). A-E Environmental: A-E Services may include but are not limited to: performing environmental studies, designs and general support of environmental issues under Resource Conservation and Recovery Act (RCRA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Superfund Amendments and Reauthorization Act (SARA); Toxic Substances Control Act (TSCA); Clean Water Act (CWA) and other federal programs; performing environmental studies, designs, and general support of environmental issues under State and Local environmental laws and regulations; conducting site investigations and assessments; remedial investigations/feasibility studies; remedial designs; feasibility and other engineering studies and reports; preparing Environmental Condition of Property reports; performing National Environmental Policy Act (NEPA) analyses and documentation; conducting archaeological investigations and mitigation; monitoring of mitigation sites, biological evaluations and assessments including baseline studies for habitat including threatened and endangered species; baseline studies may include performing analysis under the Habitat Evaluation Procedures performing wetlands determinations and mitigation studies; groundwater and other modeling; contaminant fate and transport analysis; community relations; resource and regulatory agency coordination; evaluation of reasonably foreseeable renewable energy sources; performing human health and ecological risk assessments; conducting surface/subsurface soil, sediment, and rock sampling/testing; subsurface exploration; water sampling/testing; conducting laboratory analyses (water, soil, lead paint, asbestos, etc.); working on a variety of hazardous water and other environmental type projects, including radioactive and mixed waste (Hazardous, Toxic, and Radioactive Waste (HTRW)), energy conservation, sustainable remediation, pollution prevention, waste reduction, reuse of recovered materials, underground storage tanks and fueling systems, habitat restoration and mitigation, and sites potentially contaminated with military munitions (Formerly Used Defense Sites (FUDS)). A-E Geotechnical: A-E Services may include but are not limited to: soil and rock drilling and sampling for engineering investigations, instrumentation installation and evaluation, inspection of geotechnical investigations, laboratory testing (in accordance with Engineering Regulation (ER) 1110-1-261 Quality Assurance of Laboratory Testing Procedures & ER 1110-1-8100 Laboratory Investigation and Testing), stability analysis, seepage analysis, geotechnical evaluations and reports, geotechnical field observations and documentation, material investigations and testing, geophysical investigations and reports, volume computations, engineering literature searches, geologic field mapping, seismological studies, surveying, the use of geotechnical software to perform geotechnical analyses (e.g. slope stability, seepage, etc.), shallow and deep foundation analysis and design, and safety. Drilling services on land and/or floating plant/barge in rivers may be required. Conventional auger drilling services may include standard penetration sampling, coring, undisturbed sampling, drilling without sampling, instrumentation installation, and may include inspection of the drilling services. Cone penetration testing (CPT) services may also be required and may include pore pressure testing, seismic testing and resistivity testing. Site location surveying may be required. Metric dimensions, in whole or part may be required for the authorized projects. Any CADD system may be used, but submittals must be accurately translated to Microstation format in conformance to the District CADD standards unless otherwise specified. Value Engineering (VE): A-E Services may include but are not limited to: studies and reviews based on the application of the SAVE International ® (SAVE) Value Methodology, the USACE VE Standard, and other appropriate tools. The tasks will include performance of: formal VE studies/reviews, value-based program/project planning/design charrettes; risk analysis including mitigation plans; large program (versus project) level and business process review workshops, lessons learned reviews and after-action reviews. The typical projects include but are not limited to vertical and horizontal construction like dams, levees and other infrastructure. Construction Management Services (CMS): A-E Services may include but are not limited to: supporting USACE in the administration and oversight of construction projects within the LRD mission boundaries. This includes but is not limited to performing design and construction submittal reviews, inspections, observation, commissioning, witnessing, testing, analysis, code compliance interpretations, reporting and advising to government representatives on all topics related to construction activities. The following are the key disciplines to be included in the contract: Project Engineer, Civil Engineer, Structural Engineer, Electrical Engineer, Environmental Engineer, Mechanical Engineer, Fire Protection Engineer, Architect, Geologist, Cost Engineer, Schedule Analyst, and Construction Representative. The estimated award date for these contracts is 2nd quarter of FY22.
