Description

Base Bid #01 - Lagoon Grading Improvements - Naastad Brothers - $371,940 Base Bid #02 - Sewer Lining Improvements - Naastad Brothers - $183,800 The project will consist of the following approximate quantities: 19 manhole adjustments, 28 manhole grouting & restoration, 4 manholes, 400 8 SAS Main, surface grading drainage improvements and street repairs for installations. Bidders on this work will be required to comply with Executive Order 11246 and 41 CRF Part 60-4 meeting the goals and requirements shown in Section 300-1 HUD Community Development Block Grant (CBDG) of the project specifications. The bidding and contract documents may also be examined at this same location. Any technical questions may be directed to Daren Peterka at (701 ) 252-4292. The project will consist of the following approximate quantities: 65 Sewer Service Groutings, 936 CY of Topsoil, 4,300 CY Borrow, 1,800' fencing, 902 Tons of Aggregate Sur- facing and miscellaneous items. Bidders on this work will be required to comply with Title 40 CRF Part 33 - Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Bus ines s Enterpri ses (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project Bidders shall demonstrate a good faith effort to solicit for MBE and WBE subcontractors. The complete MBE/WBE Solicitation Information sheet must be provided. Failure to include this information will result in the bid not being opened. Bidders on this work will be required to comply with the President's Executive Order No. 11246 as amended. The requirements for bidders and contractors under this order are explained in the specifications. Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. Each bid will be submitted on the basis of a cash payment for work. It will be enclosed in a sealed envelope addressed to the above mentioned City Auditor, 424 4th Street, Dazey, North Dakota 58429, and shall be designated that the bid is for "Sewer Service Lining and Lagoon Grading Improvements, EC22-00-112" The bid shall be accompanied by a Bidder's Bond in a separate envelope in the amount of five percent (5%) of the full amount of the bid, executed by the Bidder as Principal and by a Surety Company authorized to do business in North Dakota. If the Principal's bid is accepted by the OWNER and the contract awarded, the principal, within ten (10) days after the Notice of Award, will be required to execute and effect a contract in accordance with the terms of the principal's bid and any requirements and conditions of the OWNER. Bid and Bid Bond must be executed by a principal. Signatures by other than a president, vice president, or CEO, must be accompanied by sufficient evidence (duly executed meeting minutes, resolution, power of attorney) to indicate that the signatory has the authority to bind the company or organization. A Contractor's Bond, as required by Section 4801.2-10 of the North Dakota Century Code, shall be included with the executed Contract Documents. The Bid Security shall be as required in Section 4801.2-05 of the North Dakota Century Code. All bidders must be licensed for the highest amount of their bids, as required by Section 430705 of the North Dakota Century Code and a copy of the license or certificate of renewal thereof issued shall be enclosed in the required bid bond envelope. Bidders are notified that all applicable provisions of the Copeland Act and the Davis-Bacon Act (40 U.S.C. 276a Rate of wages for laborers and mechanics) are in force on this project. All bids shall be contained in a sealed envelope plainly marked for "City of Dazey Sewer Service Lining & Lagoon Grading Improvements, EC22- 00-112". In addition, the Bidder shall place upon the exterior of said envel- ope the following information: a) The work covered by the Bidder. b) The name of the person, firm or corporation submitting the bid. c) The license number and class of license of the bidder. d) A copy of the license or certificate of renewal thereof issued shall be enclosed in the required bid bond envelope. e) Acknowledgement of each Addendum. f) Bid Bond in outside envelope. (Signed by Principle or authorized person with copy of authorization.) g) MBE/WBE solicitation form. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER retains the right to re- ject any or all of the bids submit-ted and to waive any informality in any bid and to hold all bids for a period not to exceed thirty (30) days from said date of opening and to hold the three low bids and bid securities for a period not to exceed sixty (60) days from said date of bid opening. The work on the improvements is to commence upon a date to be specified by the OWNER, notice of which will be given to the suc-cessful bidder ten (10) days in advance of the start of construc-tion. The Contractor will be required to commence construction, and in an approved sequence, complete the project by November 30, 2023.
