Description | The University of California, Lawrence Berkeley National Laboratory is requesting qualifications for Design-build services for the design and construction of the Linear Assets Modernization Project. This is a two-phase, best-value source selection process. Phase I is the Request for Qualifications. The outcome of Phase I will be an identified "short-list" of no more than three respondents. This Phase I is not an offer to enter into a subcontract but merely a solicitation of qualifications from those interested in participating in this solicitation process. Phase II is the Request for Proposal, where the short-listed respondents will be invited to submit competitive proposals. At the conclusion of the Phase II, a stipend of $150,000 will be provided to the unsuccessful offeror(s), in accordance with the requirements set forth in the solicitation documents. Scope Overview Electric utilities are the most significant replacement and upgrade. LAMP will also include replacement and improvements along shared utility corridors for natural gas, compressed air, water, IT, and sanitary sewage, as indicated in Figure 1. SP1: Increase power capacity at the existing main electrical substation ("Grizzly Substation") from 38 megawatts ("MW") to 70 MW and provide a total of 50 MW of power to Building-59 for National Energy Research Scientific Computing Center ("NERSC") from the Grizzly Substation. Perform utility upgrades in the Lawrence Corridor as shown in Figure 1 - Utility Corridor Map below. (See Figure 2 below) SP2: Develop new utility corridors along East Canyon and McMillan Road to modernize the infrastructure utilities throughout the Lab. (See Figure 3 below.) Question Deadline 01/25/2024 at 5:00 PM PT Scope of Work The scope of LAMP includes design and construction services to increase the reliability, capability, and safety of LBNL's utility infrastructure. The project intends to increase LBNL's campus-wide electrical capacity at the Grizzly Substation, modernize the electrical distribution, including additional power to NERSC, install an electrical supervisory control and data acquisition ("SCADA") system, and segregate electrical 12- kilovolt line 1 and line 2 currently in common manholes within utility corridors. Infrastructure improvements will be prioritized based on the needs of the Lab. Utility systems that could be upgraded, listed in alphabetical order, include: A. Communication/Information Technology B. Compressed air C. Controls D. Domestic water E. Electric medium voltage distribution F. Electrical campus substation G. Landside abatement/hydrauger H. Natural gas I. Sanitary sewer J. SCADA (electrical with future microgrid features) K. Storm drainage MBE (26%), WBE (7%) |
