In addition, the City reserves the right to accept or reject any proposals, in whole or in part, to waive any informality and to cancel the bid, prior to award, in the best interest of the City Water Treatment Plant (WTP) SCADA Upgrade - The City of Winchester is releasing this Invitation to Bid to establish a contract with a qualified contractor to furnish all labor (installation and programming) necessary for replacement of the obsolete SCADA system control cabinets Programmable Logic Controllers (PLCs) and Operator Interface Terminals (OITs) and update the associated programming and networking within these units at the Percy D. Miller Water Treatment Plan (WTP). The project consists of the following SCADA PLC control cabinets in the Owner's existing plant control system and shall be replaced under this Contract in the following order: 1. Flocculation and Sedimentation Basin Control Panel PLC - FSB-CP 2. Master Filter Control Panel PLC - MF-CP (Relocation) 3. Clear Well and High Service Pump Station Control Panel PLC -HSPS-CP 4. Raw Water Pump Station Control Panel PLC -RWSP-CP 5. Chemical Facility Control Panel PLC - CHF-CP 6. Sodium Hypochlorite Facility Control Panel PLC -SHF-CP 7. Dewatering Building Control Panel PLC -DWB-CP 8. Carbon Silo Control Cabinet PLC 9. Switchgear Building Control Cabinet PLC 10. Generators Fuel Control Cabinet PLC
