Turnpike Interchange 13, 15W and Northern Division Headquarters Generator Replacement

Renovation of a municipal facility in Woodbridge, New Jersey. Completed plans call for the renovation of a municipal facility. Proposals are invited for Contract No. T500.620 which involves the replacement of existing diesel emergency generators from Milepost 99.8 to 100 in City of Elizabeth, Union County, New Jersey; from Milepost 104.6 to 104.8 in City of Newark, Essex County, New Jersey; and from Milepost W108.7 to W108.9 in City of Kearny, Hudson County, New Jersey. Bidders must be prequalified under the State of New Jersey Department of Treasury, Division of Property Management and Construction, Classification C047, Electrical, and Rating over $2,000,000.00 Minimum prior to the receipt of bids. For proposals submitted by joint ventures, each member of the joint venture must be prequalified in the Contract Classification, and the sum of the ratings held by each member must be within 10 percent of the total price bid by the joint venture. In cases where the sum of the ratings exceeds $10 million, the joint venture's rating will be Unlimited. Contractors shall comply with the Public Works Contractor Registration Act ("PWCRA"), as amended in, N.J.S.A. 34:11-56.48 et seq. All Bidders shall be registered pursuant to the PWCRA at the time of Proposal submission and are requested to submit a valid certificate of registration with their Proposals. No Contractor or Subcontractor, including lower tier Subcontractors, shall engage in the performance of any public work subject to the Contract, unless the Contractor or Subcontractor is registered pursuant to the Act. Proof of valid business registration with the State of New Jersey Department of the Treasury, Division of Revenue and Enterprise Services, shall be submitted by the successful Bidder prior to award of the Contract in the form of a valid Business Registration Certificate in compliance with N.J.S.A. 52:32-44, as amended. No Contract shall be awarded without proof of business registration with the Division of Revenue and Enterprise Services If the Contractor fails to complete fully, entirely and in conformity with the provisions of the Contract, the Project and each and every part and appurtenance thereof, within the time stated above, or any portion for which a Completion Date is stipulated within such further time as may have been granted in accordance with the provisions of the Contract, then the Contractor shall and hereby agrees to pay the Authority for each and every calendar day that it is in default on time to complete the entire Project, $3,000.00 which said amount per calendar day is agreed upon by the parties hereto to be liquidated damages and not a penalty. Proposals may be rejected in accordance with law, including, but not limited to, (a) if conditions, restrictions or limitations are attached to a Proposal, (b) if the Proposal fails to conform to the essential requirements of the Contract Documents, (c) if the bid amount is in excess of Bidder's prequalification classification, (d) if the Proposal Guaranty is not verified on the internet by one of the Surety Registry Agencies listed in the Authority's Electronic Bidding software, (e) if the unit prices are unbalanced, (f) if competition has been suppressed, (g) if received from Bidders who have previously performed work for the State of New Jersey or the Authority in an unsatisfactory manner, (h) for non-conformance with "The New Jersey Prevailing Wage Act," N.J.S.A. 34:11-56.25 et seq. as amended and supplemented, (i) if more than one bid is submitted by the Bidder for the same contract, (j) if the bid is not submitted on the Authority's issued Proposal form , (k) for nonconformance with New Jersey Public Works affirmative action requirements, N.J.S.A. 10:5-31 et seq. as amended and supplemented, (l) for nonconformance with New Jersey ownership disclosure requirements, N.J.S.A. 52:25-24.2 as amended and supplemented, (m) if it is deemed advisable to do so in the best interests of the Authority, (n) if the Bidder is disqualified pursuant to Subsection 102.02, (o) failure to be registered pursuant to the Public Works Contractor Registration Act ("PWCRA") at the time of Proposal submission, (p) if the Proposal is unreasonable as to price, both as to Total Price and prices for individual line items as well, (q) for any reason set forth in 102.02, or (r) for any other reason allowed by law.
