Description | Since 1999, the Chicago Housing Authority (CHA) has undertaken a massive effort to redevelop its public housing developments into mixed income communities. In 2003, the CHA created the Housing for Chicagoans Everywhere program to complement its Major Developments with an offsite mixed finance housing development strategy. The CHA later expanded the program to include Turnkey development and began accepting housing development proposals from “qualified” program participants on CHA land up to five (5) acres. With this Pre-Qualification for Development Teams (PDT) RFQ CHA continues to update and add to its pre-qualified developer list to engage development partners for the acquisition, development and management of mixed income and/or mixed income, mixed-use developments. CHA’s primary objective is to provide the highest quality housing units for low-income families within diverse and healthy communities. CHA will welcome responses from Respondents to act as Mixed Finance Housing Developers, including those who include a low-income housing component in a development in order to satisfy requirements or rating criteria in other governmental assistance programs, such as the Low-Income Housing Tax Credits (“LIHTC”). Further, CHA encourages responses from teams that seek to procure alternative funding sources to leverage conventional housing financing. PDTs will be able to participate with CHA in a variety of ways, each with unique characteristics and requirements. Please see below for further information regarding typical team and proposal opportunities. To meet the minimum qualifications for this RFQ, teams should consist of a housing developer and (if applicable) a commercial / retail partner. Selected teams may participate in various types of development, including mixed-finance housing and mixed-use development. The selected Pre- Qualified development teams (PDTs) should have extensive experience planning, financing, constructing and managing affordable rental housing. An experienced team may design, build, rehabilitate, acquire, own and operate mixed-income housing on either CHA-owned or land acquired by the PDT’s representative. Teams may augment their proposals if the opportunity for retail, commercial, and/or industrial opportunities are present. Teams may partner with developers that have demonstrated capacity and relevant commercial development experience. Retail, commercial, and industrial developers will be asked to execute a Commensurate Benefits Agreement with the CHA to establish and document employment and service opportunities for CHA residents and the neighboring community. CHA and teams proposing mixed use development will negotiate development agreements to fulfill the objective of providing housing, resident services, employment and training opportunities. |
