Description

As of June 20, 2023, the solicitation for this project has not gone out yet. Further details regarding design and construction have not been identified. This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will likely be a construction project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources-sought announcement or any follow-up information. Responses to this sources-sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to seek potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 237990, PSC code Y1PZ, and Small Business Size Standard $39.5M. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. After review of the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on Beta.Sam.Gov. Responses to this announcement are not an adequate response to any future solicitation announcement. PROJECT DETAILS: Libby Dam Unit Six Installation, Libby, Montana. Libby Dam is located on the Kootanai River, 17 miles upstream from the town of Libby, Montana. The dam structure is 422 feet tall and 3,055 feet long and located directly behind the powerhouse structure. Lake Koocanusa extends 90 miles upriver from the dam with 42 miles in British Columbia, Canada. The original powerhouse was constructed with slots for eight turbines. Only four turbines were installed in 1976, a fifth was added in 1984. All parts for Units 6 - 8 were put into a long-term storage condition and generally left in that manner since. Units 1 through 5 have been in continuous commercial operation since their commissioning. Unit 6 will provide uninterrupted service and stable discharge when one unit is offline, and will not increase generation at Libby. The Seattle District is looking for interest and technical information from the contractor community for input and assistance with this critical infrastructure replacement. WORK SUMMARY: The work includes installing Generator Unit 6 using government-furnished, brand name, and other purchased equipment, testing, and commissioning for commercial service. Unit 6 is currently partially assembled in a long-term storage configuration. All turbine components from the turbine shaft down to the turbine runner were installed. The only missing turbine components include the turbine shaft guide bearing, the packing box, and the vacuum breaker valve. These components will be removed from Unit 7 and installed on Unit 6. All embedded components, such as the stay ring and the scroll case, were also installed. The majority of the static generator components are stored unassembled in the generator pit. Some rotating generator parts, such as the rotor spider, are also stored in the pit and the remainder are stored either in the powerhouse floor or in the warehouse. The unit governor cabinet panels are stored in the powerhouse. The cabinets are mostly assembled but mechanical and electrical work remains. Expected magnitude of construction is between $10 million and $25 million. REQUIREMENTS: Interested firms should submit a capabilities package, to include the following information. Firm's name, address, point of contact, phone number, and email address. CAGE code and UEI number. Firm's interest in bidding on the solicitation if issued. Firm's joint venture information (if applicable), bonding information, including single or aggregate bonds In addition, please provide experience in the technical areas listed below. Greaseless bushing (manufacturing or installation) retrofit installations on large (> 50 MVA) hydro turbines Rotor rim stacking, balancing, and rotor pole installations on large (> 25' stator bore) hydrogenerators Stator frame movement, alignment, and installation on large (> 25' stator bore diameter) vertical hydrogenerators Hydrogenator assembly (number of units and MVA size assembled) Vertical large (> 25' stator bore) hydrogenator alignment Large powerhouse completion or construction projects, including commissioning. Ability to support a large powerhouse completion construction project is within the company's experience, or would require a joint venture or other agreement. Subcontractors are expected for required brand-name equipment (i.e., new static digital excitation, digital relays, digital governor retrofit).
