Description | As of April 24, 2023, this project has not yet been awarded. A timeline for award has not yet been established. Design Services for renovation of Morrill Hall, located on Northrop Mall on the east bank of the Twin Cities campus. Refer to the Request for Proposal documents (found in the Attachments tab) for full project details/requirements. Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Columbia County prior to incorporation into the work of the Contract(s). The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and N.Y.S. Prevailing Wage rates to be paid under the Contract(s) The Sponsor and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to a written Department solicitation, request for proposal or invitation for bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority and women business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award. Disadvantaged business enterprises are encouraged to submit proposals. Columbia County is an Equal Employment Opportunity/Affirmative Action employer. The right is reserved to reject any and all proposals or any part thereof. The requirements of this contract have the following utilization goals and participation requirements All work items of the Contract shall be substantially completed within 270 calendar days following the date the Contractor is notified to proceed with the work unless such period is extended by the Owner as provided herein. This is a locally administered federal-aid project subject to the approval and oversight of the New York State Department of Transportation (NYSDOT), as such the following are requirements of the project All contractors and subcontractors shall use the Equitable Business Opportunity Solution (EBO) to monitor and report on contract payments, workforce goals, and DBE goals. All contractors and subcontractors shall submit a CCA-2 form online. The Prime contractor shall submit the completed Non-Collusion forms with their bid. The Prime contractor shall submit the completed Lobbying activities form with their bid. There are no residential or geographical restrictions related to this project. The successful bidder will provide performance & payment bonds, insurance, and execute the contract The project was designed in accordance with NYSDOT Standard Specifications dated September 1, 2022. Columbia County reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any informalities in, and to reject, any and all bids or to accept the one that in its judgment will be for the best interest of the County. Receipt of bids by the County shall not be construed as authority to bind the County. Addenda will be emailed to Bidders listed on the official Plan Holder List. An emailed response from the Bidder, to the Addendum will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum on the last page and returning to the Engineer. The County's Engineer for this project is Barton & Loguidice, D.P.C. All correspondence and questions related to the bid should be submitted to Byron Raych either through email at braych@bartonandloguidice.com or by telephone at 518-218-1801.
