Description

This is a Request for Quotations (RFQ) for the National Park Service, Olympic National Park to remove, supply, and replace flooring throughout two office Suites: Cultural Resources and Animal House, located in the Headquarters Area, Olympic National Park, 600 East Park Avenue, Port Angeles, WA 98362. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED and telephone requests, email requests, or fax requests for the solicitation will not be accepted. The full solicitation package (Standard Form 18 and all associated attachments) is available in SAM.gov at https://sam.gov/content/home. Search contract opportunities by entering solicitation number is 140P8322Q0069. PRE-QUOTE SITE VISIT. An organized pre-quote site is scheduled for all interested parties on Monday, August 8, 2022 at 2:00 pm (PDT). Interested parties shall RSVP by email to quinn_rankin@nps.gov and cc: phaedra_fuller@nps.gov. When you RSVP, please include your company name and provide a point of contact name with mobile phone number. Please RSVP by August 5, 2022. Attendees shall meet at the Olympic National Park Headquarters Administration Building at 600 East Park Avenue, Port Angeles, WA 98362. Park in front of the building in the U-shaped parking lot. Meet at entrance steps to the building. The site visit will require walking a short distance to the buildings that need flooring work within the headquarters campus. Point of contact should you need to call someone the day-of is Phaedra Fuller at mobile number (360) 461-1827. Driving directions can be obtained from any map app on smart phones or you ll find a map of Olympic National Park at this website: https://www.nps.gov/olym/planyourvisit/maps.htm. Quinn and Phaedra will be leading the site visit, noting, and answering any questions. However, if answers cannot be provided during the site visit, then they will be noted, and answered in the site visit notes that will be posted as a separate attachment to the solicitation, as an amendment to the solicitation within a few days of the site visit. If questions arise immediately after the site visit, please send them in writing by email to quinn_rankin@nps.gov and cc: phaedra_fuller@nps.gov. It is strongly encouraged that anyone interested in potentially submitting a quote for this project, attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Face masks may be required for attending the site visit so please be prepared. PERIOD OF PERFORMANCE. New floor installation is anticipated to occur in September or October 2022, after the same office suites are newly painted under a separate contract. Sequence of work is painting first, then flooring. Coordination between the Contractor and NPS will be critical to time when work can be scheduled after painting. NPS will have removed all freestanding furniture from the offices prior to painting, which will stay out of the office areas where new flooring will be installed so contractor won't need to worry about scheduling around furniture being moved. There will be a pre-work meeting prior to starting any onsite work. The pre-work meeting will be scheduled within a few weeks from award. Onsite work can begin once the pre-work meeting has occurred, all submittals have been approved and products ordered and delivered, Contractor s liability insurance certificate is received, and the Contracting Officer has issued a Notice to Proceed letter. The Notice to Proceed letter will state the actual agreed upon period of performance start and end dates which will be a 30-day period. OTHER INFO. This project is for a service, not construction, being solicited and awarded as a total (100%) Small Business set-aside. The NAICS code for this solicitation is 238330 Flooring Contractors with an associated small business size standard of $16.5 million. The magnitude of for this project is less than $25,000. A single firm-fixed price service contract will be awarded as a result of the solicitation. CONTACT THE CONTRACTING OFFICER FOR ALL QUESTIONS. To ensure questions are adequately addressed and appropriate action taken prior to submission of quote, questions must be received no later than 12:00 pm on August 17, 2022.
