Description

The purpose of this feasibility study is to determine a suitable location and subsequent project for replacing the existing Data Center at the Ralph H. Johnson VA Medical Center (RHJ VAMC) located in Charleston, SC. The size and configuration of the existing Data Center (DC) at the RHJ VAMC will not support the Electronic Health Record (EHR) deployment planned for 2026. In addition, Veteran enrollment at the RHJ VAMC is expected to grow 45% over the next 10 years; emphasizing the need for adequate information technology (IT) infrastructure to support future expansion. The requirements of the feasibility study are as follows: Complete assessment of the existing Data Center: Determine current usage and possible consolidation of system infrastructure: Validate the number of cabinets. Validate electrical load UPS output. Validate HVAC system. Validate main fiber distribution area (MDA) location. Analysis of space and creation of space requirements plan. Study to propose system migration plan of action and milestones to commission new facility. Complete assessment of the space required for the new Data Center: Feasibility study shall consider requirements for a medium sized Data Center as described in the Infrastructure Standard for Telecommunications Spaces - Version 3.0. Analysis of space and creation of space requirements plan. At a minimum the following possibilities should be considered: Assess structural capability to place new dc on an existing structures roof top. Assess internal space within existing building(s) to identify any area that could support a rectangular room approximately 1800 sq. ft. that has a floor-to-floor height of roughly 12 (ideal). The intent of this assessment is to identify potential space to consider options such as creating a clinical or admin lease to move a function off campus to support this critical RHJ VAMC Data Center Feasibility Study Page 2 of 4 infrastructure within existing space. Some examples would be a dental clinic, gym space, large chapel space etc. Identification of these spaces within the existing buildings provide more options to consider. Allocate parking space west of existing parking structure to allow for new DC construction. This will give space to build and incorporate PSRDM requirements for this type of function. Assess all OIT space to include imaging labs, warehousing, and storage, clerical and administrative, to see if this vacated space could provide the basic dimensions in 2. above for consideration. This has been done at several sites where all the OIT function moved off campus into a lease. Assess placing the DC on the third-floor parking structure. One recommendation would be to utilize the space where the ramp would extend up to future decks if there was not going to be any additional floors added. This space is approximately 40 x48 . Assess loading dock area plan south of the facility off Alpha Drive to build a second-floor data center. Assess site plan east of the loading dock off Alpha Drive where there is currently outside dining to build a second-floor data center. Analysis of safety and security measures for critical infrastructure. Study and report on projected requirements for DC infrastructure including electrical, HVAC, structural, life safety, and security requirements. New Data Center facility shall include scalability and be designed for future expansion
