Description

This work shall include but not be limited to the repair of rubble revetment structures within Whiting Lakefront Park including 700 linear feet of revetment. The project involves placing new armor stone over the existing structures, salvaging and reuse of existing stone. The following summarizes the major quantities: oArmor Stone - 4,950 Tons oFilter Stone - 2,230 Tons oReclaimed Filter Stone - 1,715 Tons oExcavation, Regrading, and Disposal - 1385 CY oGeotextile - 790 SY' COMPLETION DATE: This work shall be substantially completed by September 2, 2022. Proposals shall be properly and completely executed on the Bid Form provided in the Bidding Documents, and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), satisfactory bid security, and other items as requested in the Bidding Documents. A certified or cashier's check payable to the City of Whiting or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks from unsuccessful bidders will be returned to them by the City upon selection of the successful bidder. The successful Bidder will be required to provide both a Performance and Payment Bond each portion in the amount of one hundred (100) percent of the Contract amount. Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted. Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the City of Whiting is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program. The Contractor is not required to verify the work eligibility status of all its newly hired employees through the E-Verify program if the E-Verify program no longer exists. Pursuant to Indiana Code 5-22-16.5 the City of Whiting may not contract with a person who is engaged in investment activities in Iran. Indiana Code 5-16-13 (Requirements for Contractors in Public Works Projects), Indiana Code 5-16-6 (Discrimination by Contractors and Subcontractors Prohibited), Indiana Code 8-23-10 (Qualifications of Bidders for Contracts), and Indiana Code 36-1-12 (Public Works Projects) apply to this project and contract. In determining the lowest responsible and most responsive bidder, the Owner will consider the Total Base Bid and/or any combinations of the total base bid and/or alternate bids made for the Contract. The Owner may also consider all other relevant facts mentioned in the Project Documents or which the Owner may legally consider. The City reserves the right to reject any and all bids or to waive any informalities in the bidding, should the City deem it to be in the public interest to do so. Authorized and published by the authority of the City of Whiting, Indiana acting by and through its Board of Public Works & Safety.
