Description

Custodial Services at 2 Visitor Centers in Grand Teton National Park (GRTE) - CTDVC and LSR. The National Park Service (NPS) is issuing this Sources Sought synopsis as a means of conducting market research to provide janitorial services for 2 Government owned and operated Visitor Centers and their amenities. The Contractor shall furnish all equipment, transportation, labor, supervision, and supplies necessary to maintain the designated buildings in a clean, sanitary, and acceptable condition. Working months for each year of contract execution shall be during when the Craig Thomas Discovery and Visitor Center and the Laurence S. Rockefeller Visitor Center (CTDVC, LSR) are open – typically spring to fall. This shall include the time period when just the CTDVC is open and prior to opening of the LSR. This contract shall be set up to provide janitorial services for a base requirement year with up to four additional yearly options (awarded if funding is present each year). NOTE: the CTDVC will have an opening date of May 1 in 2021 only, due to COVID considerations. April 1 for each subsequent option year shall be the opening date of the CTDVC. The CTDVC consists of approximately 3,400 square feet of carpeted floors and approximately 12,500 square feet of hard-surfaced floors, contains 2 sets of interior multi-stall men’s and women’s restrooms, one exterior unisex single stall restroom, and 2 unisex single stall employee restrooms (one contains a shower that is frequently used). The LSRVC has approximately 7500 square feet of hard-surfaced and carpeted floors and contains two exterior sets (men and women) of composting toilets, and one interior single stall unisex employee restroom. The CTDVC sees a peak average of up to 4,000 visitors per day while the LSR Preserve sees a peak average of up to 750 visitors per day (contractor to verify for bid and workload purposes all requirements for bid preparations – all numbers provided above are estimates only). All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of bio-based products. The Contractor shall utilize the greatest number of bio-based products available that meet applicable health and environment specifications. All supplies and materials to be used in the performance of work under this contract are subject to the approval of the Contracting Officer (CO). Products used for purposes of this contract shall comply with USDA requirements for bio-preferred cleaning products. Substitutions and equals shall be as stated under the requirements located at https://www.biopreferred.gov/BioPreferred/ The Contractor shall employ personnel qualified and capable to perform janitorial work and will provide a list of personnel who will be on the premises and their work schedules. All personnel providing services inside the buildings shall be permitted to work in the United States and shall be able to read, speak, write, and understand the English language. The Contractor shall ensure that all employees are legal residents of the United States, qualified, possess the State of Wyoming or Federal certifications for their industry, skills, knowledge, training and completion of required State of Wyoming or Federal continuing education requirements to maintain qualifications for their skill, and satisfactorily perform the services required by the contract. If a certification is not required to perform the type of work assigned, the individual must have verifiable work experience not less than 3 years in duration. Personnel providing services under this contract shall not be considered employees of the Government. All employees assigned by the Contractor to perform work under this contract shall be physically able to do the assigned work during the entire period of the contract.
