Description | The Catahoula Parish Police Jury (POLICE JURY) is seeking assistance for engineering services related to the Police Jury's American Rescue Plan Act (ARPA) funding, including State Fiscal Recovery Funds, and funding from Federal Emergency Management Agency (FEMA), through the Governor's Office of Homeland Security and Emergency Preparedness, FEMA Public Assistance, and Hazard Mitigation Grant Programs. The types of ARPA projects involved include building improvements to consist of replacing the HVAC system in the Catahoula Parish Courthouse and other road, bridge, water and sewer improvements as funding allows. The Police Jury intends to match local ARPA funding to leverage other available Federal and/or State funded programs for projects eligible with ARPA rules and regulations. These programs include, but are not limited to Community Development Block Grant (CDBG), Louisiana Water Sector Program (State Fiscal Recovery Funds), Economic Development Administration (EDA), State ARPA funds from the Road Assistance to Parish Fund, and Louisiana Capital Outlay. When leveraging funds, the selected firm will be required to provide engineering services in accordance with rules and regulations associate with all funding programs involved with each project. The Police Jury is soliciting qualifications statements for engineering services to assist with project scoping, preliminary engineering, design engineering, and construction related services. The intent of the Police Jury is to award a cost reimbursement contract with payment terms to be negotiated with selected firms based on funding programs allowable engineering fees. All responses will be evaluated in accordance with the selection criteria identified in the Request for Qualifications Packet. The Catahoula Parish Police Jury will begin contract negotiations immediately following selection of successful respondent. The Catahoula Parish Police Jury is an Equal Opportunity Employer.
